North Veranda Room, Eagle
Point Park.
Present: Mayor Duggan,
Council Members Buol, Cline,

Absent: Council Member

Mayor Duggan read the call
and stated this is a Special,.
Session of the City Council
called for the purpose of dis-
cussing the Fourth Street
Peninsula Plan.
Discussion was led by Tim
Moerman, Assistant City
Manager; also present were
representatives of the Durrant
Group, Peninsula Gaming,
Chamber of Commerce and
the Fourth Street Peninsula
Work Group.
Council discussed concerns
' and visions for the future of the
Fourth Street Peninsula area
and gave staff and others their
input on various issues.
There being no further busi-
ness, upon motion meeting
adjourned at 548 P.M.

and stated this is special
session of the City Council
called for the purpose of
going into closed session in
accordance with Chapter
21.5.1 (c) of the Code of Iowa.
At 5:34 p.m., upon motion it
was resolved to go into
Closed Session in accordance
with Chapter 21.5(1)(c), to
discuss strategy with counsel
in matters that are presently in
litigation.
At 6:12 p.m., Council recon-
vened special session with
statement that staff had been
given direction.
There being no further busi-
ness, upon motion meeting
adjourned at 6:13 p.m.

read the call and stated this is
a special session of the City
Council called for the purpose
of considering the transfer of a
liquor license.
Robbins moved to approve
the Dubuque Jaycee's request
to transfer their Class "B" Beer
Permit to 6th and Town Clock
Plaza, Seconded by Markham.
Motion carried 6-0.
There being no further busi-
ness, upon motion meeting
adjourned at 7:03 P.M.
