Through the competitive quotation process for public improvements, the Blanche
Avenue Resurfacing Project was awarded on September 27, 2011, to River City Paving,
Division of Mathy Construction, in the amount of $36,293.
City Engineer Gus Psihoyos recommends that the award for the Blanche Avenue
Resurfacing Project be officially recorded in the minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The Blanche Avenue Resurfacing Project will provide for the resurfacing of 1,500 lineal feet of 13 -foot
wide roadway with 1 -1/2 inch of asphalt. The project will also include four areas of full -depth
pavement repair totaling 4,500 square feet and one area of partial depth pavement repair totaling 500
square feet.
During the early part of the Historic Millwork District Complete Streets Project, Portzen Construction
hauled dirt to a property at the end of Blanche Avenue. It was noted by residents that the street was
damaged by the truck traffic. Engineering staff met with Portzen Construction and had the dirt hauling
to this location stopped. After further investigation of the pavement, it was discovered that the
pavement was insufficient in strength to support truck traffic.
The pavement is comprised of a thin asphalt overlay over seal coat and does not meet current design
pavement thicknesses. The City reached an agreement with Portzen to 50/50 cost share
(approximately $5,000) on the overlay portion where the street showed severe distress. The City will
pay for the overlay upgrade to improve pavement strength.

Based on Iowa Code § 384.103 and § 364.12(3)(c), and through the competitive quotation process for
public improvements, this project was awarded on September 27, 2011, to River City Paving, Division
of Mathy Construction, of Dubuque, Iowa, in the amount of $36,293.00.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14, it is
necessary that the award for the Blanche Avenue Resurfacing Project be officially recorded in the
minutes of the City Council.
