Yours was among 54 pre-applications we received for a variety of housing activities (;overing the state. The total amount of funds requested was $12,485,935. On behalf of the Iowa Department of Economic Development, I am pleased to invite you to submit a full LHAP application for the activity proposed in your pre-application. An application form is enclosed. Please note that some of the application information has been entered for you, mcluding the project description, the amount of the LHAP request and some recommendations for you to follow as you prepare the full application. These may be different than you proposed in your pre-application, but reflect the terms under which we will consider your full application. Please complete the application and submit it to the Division of Community and Rural Development at the address below by 4:30 p.m. on November 13, 2000. Unfortunately, due to the limited amount of funds available, we will not be able to fund every invited application. Review will be very competitive. As we make award decisions, our intention is to fund those applications that maximize the return on the investment of state funds. Activity Type: Homebuyer Assistance LHAP Request: $100,000.00 Project description: Proposed is a project to demolish 2 vacant-abandoned 100 year-old structures & construction of 5 new attached condominium-type homes. These will be 1000 sq. ft., 2 BR homes, to be sold to 1 st time buyer families earning no more than 60% of area median income. The $70,000 per home cost will be subsidized with LHAP funds at $20,000 per home to result in purchase cost of $50,000. Application recommen dations/parameters/requirements: · Will need historical clearance. · Is targeting 60% and below feasible? · A developer needs to be identified. · Are there condominium association rules and regulations in place? · How do association fees affect affordability to buyers? · Submit design of units. PART B: GENERAL PROJECT INFORMATION Attach a narrative response to the following questions. Be sure the narrative also addresses each of the recommendations/parameters/requirements listed on the front of the application. 1. Describe how the proposed activity is linked with other economic development activities in the area. 2. Describe plans for project administration. If the applicant will contract for administrative services, identify with whom. Ifnot, describe the applicant's administrative experience. 3. Describe the timeline for completion of the proposed activity. 4. Describe other housing and community development activities in the area with which the LHAP project will be coordinated. 5. List all other sources of funds for the activity. Identify the status of other funding commitments. 6. Describe how the proposed activity will impact the identified housing need. 7. If the proposal includes an opportunity for re-use of funds, describe how funds will be re-used. 8. Describe how costs for the activity were determined. 9. Describe the housing to be provided and/or households to be assisted through the proposed activity. 10. Describe any unresolved issues related to the proposed activity. PART C: ACTIVITY-SPECIFIC QUESTIONS (ACQUISITIONIDEMOLITIONINEW HOUSING) Attach a narrative addressing the following questions: 1. Will all of the sites acquired be vacant? If not, will the occupants be paid any consideration for relocation? 2. If relocation is planned, who will be responsible for that activity? 3. How will the applicant ensure that the margin of profit for the developer of the new units will be reasonable? Yours was among 54 pre-applications we received for a variety of housing activities covering the state. The total amount of funds requested was $12,485,935. Unfortunately, the amount of funds available through the program is about $4.5 million. On behalf of the Iowa Department of Economic Development, I regret that we are unable to invite you to submit a full LHAP application for the housing activity you proposed. The reasons for this decision are as follows: · No local cash was included in project budget. · Funds are still available for use from 1997 LHAP award for similar activity.
