INTRODUCTION:
The purpose of this memorandum is to request your approval and signature to the
attached Contract with Westrum Leak Detection, Inc. of Strafford, Iowa in the amount of
$23,850.
DISCUSSION:
The City is currently completing the replacement of all new water meters. This
replacement project will provide us data on water loss downstream of the water meter.
The intent of this system wide water leak survey is to identify any current Teaks within
the water distribution system.
The City completed this same survey in 1999 and found there to be forty -four (44) leaks.
When these repairs were completed to the system the daily demand was reduced by
500,000 gallons per day.
FUNDING:
This project was not budgeted within our 2012 CIP's. It is our request that the funds to
support this request come from CIP 7402210 - 62716, Electrical Usage Integrated
Sustainability. This CIP was found not to be required and has a current balance amount
of $102,205..
The requested $23,850 from this CIP would leave it with a fund balance amount of
$78,355.
ACTION:
Staff and I are recommending with your support and approval by signing the attached
contract that we proceed with the water loss project.

INTRODUCTION:
The purpose of this memorandum is to request your support and approval in authorizing
Westrum Leak Detection Inc. a contract to provide services for a City wide water
distribution system computerized leak detection survey.
DISCUSSION:
The City of Dubuque Water Department has recently completed a city wide water meter
replacement project, although this project has not yet been completely closed out with
City Council approval, all the water meters themselves have been replaced with new. In
1999 Westrum Leak Detection Inc. performed a City wide leak survey of our system.
Results of that survey found a total of 44 public as well as private water line Teaks. All
the noted Teaks were then repaired. Water Department staff feels that now would be a
good time to have another survey performed as a followup to all our water meters being
replaced. By having a leak survey performed we could identify any leaks public or
private that we may have on water mains and service lines ahead of the new meters. In
the FY 13 Water Department Capital Improvement budget we are recommending a
system wide audit, by having a leak survey now it would be something that is required
that we would have completed already. I am attaching a proposal from Westrum Leak
Detection Inc. with a description of services and a price quote.

Computerized leak detection survey description.
1. All accessible hydrants and or valves where needed will be monitored with
sensitive listening transducers / amplifier equipment to determined if leakage is
occurring.
2. All areas where leakage is confirmed will be further investigated with the
computerized correlator to pinpoint the location of the Teaks.
3. A report will be submitted containing detailed drawings of all Teaks located with the
estimated leak sizes and savings resulting from the repair of the leaks.
4. Westrum Leak Detection will provide all equipment and personnel to
accomplish the above.
5. The city - utility shall provide all personnel for traffic control, if needed, to
successfully and safely complete the survey.
SURVEY COST SHALL BE $23.850 FOR 100% OF THE SYSTEM IN THE
YEAR OF 2011 - 318 Mi of main $75 mi $2,850.
