Background The previous owner of 2315 Jackson Street had received a rehab loan from the Housing Department in 2005. This owner subsequently defaulted on the first mortgage and the City's rehabilitation loan. The City then purchased the home at Sheriff Sale using Neighborhood Stabilization Program (NSP) funds in 2010, in the amount of $30,500. NSP, CDBG, and Lead Paint Program funds in the total amount of $75,886 were utilized to renovate the property and prepare it for re -sale. Discussion Raymond Pfeiffer, a new homebuyer, has agreed to purchase the property at 2315 Jackson Street for $74,500. As a requirement of the NSP Program, he has attended HUD certified financial counseling classes. Financing to Mr. Pfeiffer will be provided through a first mortgage from DB &T, owner downpayment of $2,235 and a forgivable loan from the NSP Program. Action Step The action requested of the City Council is to approve the attached resolution, declaring the City's intent to dispose of the property and set the date for the public hearing to receive comments on the proposed sale. LANGWORTHY'S ADDI- TION IN THE CITY OF DUBUQUE, COUNTY OF DUBUQUE, IOWA, ACCORDING TO THE RECORDED PLAT THEREOF, 2315 JACK- SON STREET WHEREAS, the City of Dubuque has purchased certain real property for purpose of its rehabilitation and re- sale for owner - occupied housing; and WHEREAS, the City received an offer to purchase this property from a qualifying family; WHEREAS, such pur- pose supports the Neighborhood Stabili- zation Program and Washington Neighbor- hood Revitalization strategy as approved by the City Council; and WHEREAS, by accept- ing the selected offer the City's objectives of providing first -time homeownership to a lower- income buyer and rehabilitation of a foreclosed home can be realized; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Jection -1.
