Environmental Stewardship Advisory Commission
Sec. 18.5 -21. Created; Composition:
There is hereby created an Environmental Stewardship Advisory Commission, which
shall consist of seven (7) members, who shall all be residents of the City, and shall
include a member representing those who will inherit the environment (a person
between the ages of 16 and 20 at time of appointment), and six (6) members who shall
include representation from diverse segments of the City's population. It is desirable to
select some members who may have helpful backgrounds with environmental /biological
science, health care, business /industry, and environmental /civic groups. (Ord. 64 -93, §
1, 12 -6 -1993; Ord. 93 -95, § 1, 12 -18 -1995, eff. 1 -1 -1996)
Sec. 18.5 -22. Application and Appointment Process:
The appointment process to the Commission by the City Council shall include at least
the following:
(1) An application form requesting basic information on the education, training,
experience, expectations and other qualifications of the applicant;
(2) Notice to and an opportunity for the general public to comment in writing on the
qualifications of each applicant; and
(3) A formal interview by the City Council to determine the applicant's qualifications
and ability to effectively serve on the Commission. (Ord. 64 -93, § 1, 12 -6 -1993)
Sec. 18.5 -24. Duties:
The duties of the Commission shall be as follows:
(1) To develop, articulate and propose goals, objectives and policies for the
stewardship of the City's environment and its ecological systems for present and
future generations. An initial report to City Council should be completed within a year
and thenceforth periodically. It shall also include sections on the current condition of
the City's natural environments and on the progress being made in achieving the
City's environmental quality goals.
(2) To advise and inform the City Council on environmental stewardship issues,
including the implementation of and compliance with, legislation, regulations and
policies.
(3) To hold public forums on specific issues at the direction of the City Council.
(4) To provide, upon request, to other boards, commissions and City departments
information for environmental educational programs, educational materials, and
environmental volunteer opportunities.
(5) To provide input to the Long -Range Planning Advisory Commission regarding
environmental stewardship issues in the Comprehensive Plan. (Ord. 64 -93, § 1, 12-

Individuals serving on Boards and Commissions play an important role in advising the City Council on matters of
interest to our community and its future.
The City Clerk's Office, City Hall, 50 West 13th Street, Dubuque, IA accepts applications for any Board and /or
Commission at any time, and the application stays active for one year from the date of receipt in the Clerk's Office.
At the appropriate regularly scheduled meeting, applications will be submitted to the City Council for their review and
applicants are encouraged to address the Council stating their reasons for wanting to serve on this particular Board or

LONG RANGE PLANNING ADVISORY COMMISSION
15 -2 -1: COMMISSION CREATED; COMPOSITION:
There is hereby created a city long range planning advisory commission, which shall
consist of seven (7) members including a member of the city council designated by the
council and six (6) residents of the city appointed by the city council who shall be
qualified by their knowledge, experience and ability to contribute to the city's long range
planning and development efforts. (Ord. 9 -06, 2 -6 -2006)
15 -2 -2: TERM OF OFFICE:
The term of office for a member, other than the member designated by the city council,
shall be three (3) years or until a successor is duly appointed. (2007 Code § 36 -6)
15 -2 -3: POWERS:
The commission shall have the following powers, duties and responsibilities:
A. To provide a leadership role in the planning, coordinating and sponsoring of a
periodic community planning process;
B. To coordinate and supervise the preparation and maintenance of the comprehensive
plan;
C. To provide input to the city manager in the preparation of the city manager's
recommended multiyear capital improvement program (CIP);
D. To make comprehensive studies of the present condition and the future growth of the
city to provide input into the community planning process and to guide and
accomplish a coordinated, consistent and harmonious development of the city in
accordance with the present and future needs thereof to the end that the health,
safety, morals, order, convenience, prosperity and general welfare may be
promoted;
E. To make or cause to be made such surveys, studies, maps, plans, or charts of the
city with due regard to its relation to neighboring territory as may be determined as
necessary to carry out the purposes of the commission;
F. To recommend amendments to all or a part of the comprehensive plan in response to
the community planning process, upon its own initiative or upon recommendation
presented by the zoning advisory commission, but only after a public hearing;
G. To review proposed urban renewal plans and urban renewal plan amendments and
urban revitalization plans and urban revitalization plan amendments for consistency
with the comprehensive plan for the city;
H. To undertake public information efforts to enhance public understanding of the
community planning process generally and the comprehensive plan specifically; and
I. To undertake from time to time other specific long range planning projects which may
be referred to it by the city council. (2007 Code § 36 -7)
15 -2-4: ORGANIZATION; MEETINGS:
A. Officers; Rules And Regulations: The commission shall choose annually, at its first
regular meeting of the fiscal year, one of its members to act as chairperson, and
another of its members to act as vice chairperson, to perform all of the duties of the
chairperson during the chairperson's absence or disability. The commission shall
adopt such rules and regulations governing its organization and procedures as it
may be deemed necessary.
B. Meetings: The commission shall meet as necessary to fulfill the purposes for which
the commission was created.
C. Attendance: Attendance of all members shall be entered on the minutes. If any
member fails to attend at least two- thirds (2/3) of all regularly scheduled meetings
within any twelve (12) month period, such failure shall constitute grounds for the
commission to recommend to the city council that said member be replaced.
D. Minutes Filed With City Clerk: The commission shall file with the city clerk a copy of
the minutes of each regular and special meeting of the commission within ten (10)
working days after each such meeting. (2007 Code § 36 -8)
15 -2 -5: PROCEDURES FOR OPERATIONS:
All administrative, personnel, accounting, budgetary and procurement policies of the city
shall govern the commission in all its operations. (2007 Code § 36 -9)

ORDINANCE NO. 31 -11
AMENDING CITY OF DUBUQUE CODE OF ORDINANCES TITLE 15 PLANNING
AND ZONING, CHAPTER 2 LONG RANGE PLANNING ADVISORY COMMISSION,
SECTION 15 -2 -1 PROVIDING FOR THE COMPOSITION OF THE LONG RANGE
PLANNING ADVISORY COMMISSION BY ELIMINATING A MEMBER OF THE CITY
COUNCIL ON THE COMMISSION
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. City of Dubuque Code of Ordinances § 15 -2 -1 is amended to read as
follows:
15 -2 -1: COMMISSION CREATED; COMPOSITION:
There is hereby created a city long range planning advisory commission, which shall
consist of seven (7) residents of the city appointed by the city council who shall be
qualified by their knowledge, experience and ability to contribute to the city's long range
planning and development efforts.
Section 2. This ordinance shall take effect upon publication.

Plumbing Board
Sec. 20.4 Plumbing Code Board.
(a) Board established. In order to determine the suitability of alternative materials and
methods of installation; to provide for reasonable interpretations of the plumbing
code, to serve as an appeal body for the decisions of the building official; to advise
the city council on all plumbing regulations and procedures; and to provide for
examining applicants for master plumbers and journeyman plumbers licenses and
issuing master plumber and journeyman plumbers licenses; there is hereby created
the plumbing code board.
(b) Membership. The plumbing code board shall consist of five (5) members appointed
by the city council. One member shall hold a license as a journeyman plumber of at
least five (5) years experience; two (2) members shall be master plumbers who have
engaged in the plumbing business as master plumbers for at least five (5) years in
this city; the fourth member shall be one who holds a bachelor of science degree in
the area of physical sciences; and the fifth member shall represent the public at
large.
(c) Term of office. The term of office of all board members shall be three (3) years.
(d) Rules and regulations. The board shall make such rules and prescribe such
procedures as may be reasonably necessary for its operation, except that such rules
shall include the following:
(1) Board chairperson. The chairperson of the board shall be a member of the board
elected annually by a majority of the board.
(2) Secretary of the board. The building official, or the building official's designee,
shall be secretary of the board. The secretary shall arrange for meetings and
prepare and keep such minutes and records and perform such other clerical work as
the board may direct.
(3) Quorum. Three (3) members shall constitute a quorum. The concurring vote of
three (3) members of the board shall be necessary to pass any motion.
(4) Service until appointment of successor. Upon completion of the term of office,
members of the plumbing code board shall continue to serve in their full capacity
until their successor has been duly appointed.
(5) Meetings. The plumbing code board shall meet at least once every three (3)
months upon call of the chairperson, secretary or city manager. Members of the
plumbing code board shall attend at least two- thirds (2/3) of all scheduled meetings
within a twelve -month period. If any member does not attend such prescribed
number of meetings, it shall constitute grounds for the board to recommend to the
city council that said member be replaced.
(6) Attendance. The attendance of all members shall be entered on the minutes by
the secretary.
(7) Conformity with open meetings law. All meetings shall be held in conformance
with provisions of the Iowa Open Meetings Law.
(8) Minutes. The plumbing code board shall file with the city council a copy of the
minutes of each meeting of the board within ten (10) working days after such
meeting.
(9) Administrative policies. All administrative, personnel, accounting, budgetary, and
procedural policies of the city shall govern the plumbing code board in all of its
operations.
(10) Duties when serving as an appeals board. Any person who is aggrieved by a
decision of the building official on any requirements resulting from the enforcement
of the plumbing code, may appeal from such decision to the plumbing code board
and said board shall serve as an appeal board. In case the aggrieved party is a
member of said board, said member shall be disqualified as a member of the board
acting as an appeal board, until the person aggrieved has been heard and a
decision rendered.
The appeal shall be made by the person aggrieved, giving written notice of such
appeal to the building official at the building official's office within seven (7) days of
receipt of decision from which the appeal is taken. The plumbing code board sitting
as an appeal board shall meet within seven (7) days after receiving such notice and
render a decision within five (5) days thereafter. Any interested party, including the
building official, shall have the right to present their case to the appeal board, whose
decision shall be final unless appealed to the district court as provided by law.
The board of appeals may reverse or modify a decision of the building official only
on finding that:
a. The building official incorrectly interpreted a provision of this code;
b. The decision of the building official creates an unnecessary hardship upon the
appellant.
In so modifying or reversing such decision of the building official, the board of
appeals may authorize any alternate to the decision of the building official and the
provisions of the plumbing code, provided it finds the proposed material or method of
construction is satisfactory for the use intended and complies with the provisions of
this code, and that the material, method or work offered is, for the purpose intended,
at least equivalent to that prescribed by this code in suitability, strength,
effectiveness, durability, safety and sanitation.
The board of appeals shall require that sufficient evidence or proof be submitted to
substantiate any claims made regarding the use of alternates.
Sec. 30.8. Licensing, Examination and Registration of Plumbers Required.
(a) Definitions. As used in this section, the following terms shall have the definitions as
specified herein:
(1) Apprentice shall mean any person who does not hold a license as a journeyman
plumber or master plumber and is assisting in the installation, alteration or repair of
plumbing equipment and systems.
(2) Journeyman plumber shall mean any person having the necessary qualification,
training, experience and technical knowledge to do plumbing work in accordance
with current plumbing ordinances of the city.
(3) Master plumber shall mean a person:
a. Engaged in the business of erecting, installing, altering, repairing, relocating,
replacing, adding to or maintaining any plumbing equipment or systems;
b. Skilled in the planning, supervising and practical installation of plumbing
equipment and systems;
c. Familiar with codes, rules and regulations governing the installation of plumbing
equipment in the city; and
d. Licensed under the provisions of this chapter.

The City Clerk's Office, City Hall, 50 West 13th Street, Dubuque, IA accepts applications for any Board and/or
