Mr. Portzen serves on the Board of Directors of the Labor- Management Council and is an active member of the Council's Alliance for Construction Excellence (ACE). As you are aware, we have closely followed the creation of the Workforce Investment Act and the development of the new Regional Workforce Investment Boards. We are confident that Mr. Portzen will bring the knowledge and commitment necessary to make a substantial contribution to the work of the Board and move forward the workforce development agenda of the State and Northeast Iowa. Mr. Portzen will carry with him the commitment and involvement of the Dubuque Area Labor-Management Council, as well as h:s 9xperiencG interacting and working effectively with representatives of organized labor in the building and construction trades. As part of his background, Mike has extensive experience directing a regional carpenters' apprenticeship program. We think his contribution of this knowledge will serve the citizens of Iowa well throughout the Region I area. In a meeting with our Executive Committee and Governor Tom Vilsack in October of 1999, IWD Director Richard Running asked the Labor-Management Council to become more closely involved with the Regional Board. At our Board of Directors meeting on May 11, the Council confirmed, as two of its goals, to "benchmark and attain a more skilled workforce" and to "retain a greater percentage of our school graduates in the area workforce than any county in Iowa." Working together with organizational representatives, we have issued a request to . Dubuque area schools of higher education for proposals discussing how we can institutionalize the partnerships and relationships necessary to help achieve these goals. Responses to that RFP are due by November 1. We want to share the results of this process with the Regional Workforce Investment Board when it is complete.
