CITY OF DUBUQUE, IOWA MEMORANDUM August 31, 2000 TO: Zoning Advisory Commission FROM: Laura Carstens, Planning Services Manager ~ SUBJECT: Plat of Survey for lots 1 thru 3 of Riverwalk 2nd Addition INTRODUCTION This memo transmits the Plat of Survey for Lots 1 thru 3 of Riverwalk 2nd Addition, which encompasses the property purchased by the City of Dubuque for construction of the Mississippi Riverwalk and the Alliant Amphitheater at the Star Brewery site on the 4th Street Peninsula. The plat and an aerial map are attached. . DISCUSSION The Mississippi Riverwalk will be built at the top ofthe levee, which separates the Brewery from the river. The location of the Riverwalk is in Lot 3. Frontage for Lot 3 is provided on the north by the right-of-way for the former bridge that once crossed the river south of and parallel to the existing railroad swing bridge. This frontage is shown on the aerial map. The Alliant Amphitheater will include a decorative plaza and a public amphitheater built up the levee, with the Brewery as the visual and audio backdrop. The amphitheater and plaza will span Lots 2 and 3. The front of the Brewery is on the west boundary of Lot 2. Street frontage is provided for Lot 2 by 4th Street, as shown on the aerial map. Lot 1 remains in private ownership, with frontage on the extended right-of-way for Wall Street, as shown on the aerial map. A 40 foot wide access easement parallels the front of the Brewery on Lot 2, and continues into Lot 1. Discussion Associate Planner Kyle Kritz, representing the City of Dubuque, spoke in favor of the request, noting that the property included in the plat was purchased by the City of Dubuque for construction of the Mississippi Riverwalk and Alliant Amphitheater near the Star Brewery site. The Zoning Advisory Commission discussed the request, noting that the three parcels created by the submitted plat are in conformance with the City's Subdivision Regulations. Recommendation By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council approve the request.
