CITY OF DUBUQUE, IOWA MEMORANDUM 12 September 00 To: Mike ~\~gen, City Manager From: David1n.ms, Housing Services Department Re: FYOl Housing Trust Fund awards Introduction The purpose of this memorandum is to request the City Council's approval of the Housing Commission's recommendation for award of Fiscal Year 2001 Housing Trust Fund grants, to two area non-profit agencies. Discussion The Housing Trust Fund Committee published a request for proposals in May. In response, three applications for funds were received. The first, from Kate Freeman for rehabilitation of a single room occupancy (SRO) facility on Bluff Street, was later withdrawn. The second was from Opening Doors, requesting $40 000 for staff salaries for Maria House. Subsequently, as the construction of their Jackson Street facility neared completion, several cost over-runs were experienced and the application was amended to request funds for these, in the amount of$20 184. The third application was from the Center for Public Ministry, for necessary renovation work on the two buildings they own at 105 and 135 West 1'f't Street, in the total amount of$24 808. The Trust Fund Committee met on 7 September to consider these proposals, and approved the following: Maria House was recommended for funding in the amount of$10 189, to include costs for. required radiator covers, steam pipe reducer, intercom system and vinyl blinds. Not approved were requests for new basement flooring, an exterior first floor balcony and replacement of older lavatories and toilets. The Center for Public Ministry was recommended for funding in full amount of $24 808, for installation of a new roof and boiler, insulation and re-wiring. . ., . The Housing Commission subsequently met, on 12 September, and approved these recommendations. Action Step The action requested of the City Council is to approve the recommendation ofthe Housing Commission for Housing Trust Fund awards to Maria House and the Center for Public Ministry, in the total amount of$34 997. A balance in this account, of $40 003, will be considered by the Trust Fund Committee for other uses and proposed to the Council at a later date.
