Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the lot layout and access.
Staff reviewed previous platting of the subject property and surrounding zoning and land
use. Staff noted access is via an easement, requiring a waiver for Lots 1 and 2 to have
no street frontage.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that existing access is
adequate and no additional homes are being built as part of this replatting.
Recommendation
Bya vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, which waives the street frontage requirement for Lot 1 and Lot 2.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted final plat of Lots 1 thru 3 of Dalsing Place No. 3 is a minor final plat
located off of Barrington Drive in Dubuque County. The submitted final plat re-
subdivides three existing parcels into three lots with a new configuration. Access to the
property is currently provided by way of a 20-foot access easement.
DISCUSSION
The submitted final plat re-subdivides three existing lots off of Barrington Drive near its
intersection with English Mill Road into three new parcels. No additional single-family
homes are being constructed. Rather, the area is being resubdivided to facilitate the
future sale of Lot 2.
RECOMMENDATION
Planning staff recommends approval of the final plat of Lots 1 thru 3 of Dalsing Place
No.3 as it is in substantial compliance with the City of Dubuque Subdivision
Regulations subject to waiving lot frontage for Lot 1 and 2.

RESOLUTION NO. 96 -05
RESOLUTION APPROVING THE FINAL PLAT LOTS 1 THRU 3 OF DALSING
PLACE. NO.3 IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Final Plat Lots 1 thru 3 of
Dalsing Place. NO.3 in Dubuque County, Iowa; and
Whereas, said Final Plat has been examined by the Zoning Advisory
Commission and its approval endorsed there; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 3. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Blocks
and Lots.
Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot 1 and Lot 2 to have 0 feet of frontage, where 50 feet of lot frontage is
required.
Section 3. That the Final Plat Lots 1 thru 3 of Dalsing Place NO.3 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa upon said plat of survey.
