RE: My Desire to be on the Housing Commision.
Dear Mayor pugan and the Dubuque City Council,
I am writing in hopes that , can better explain my desires ~the Section 8 Housing Commission
position. , am not the best communicator especiatly up-front of a owd.' am excited at an opportunity
to serve my new community. t have lived att over the world as-a ember of a family that had someone
in the military. My experiences and my understanding of housing i~ave been shaped throughout my life.
Everywhere I live, r strive to give back to my community. I hBye volunteered my time with the 4-H
program when 'lived in Wisconsin. I have even given back to- ~e less fortunate by discounting my
photography services to the m and. providing oPPortun. ities t;s!lea . a bit about photography. Currently, I
am active in helping the Dubuque Tenants Association getsta . I even donated my skills to design a
brochure for the association. t am.also involved in my neig with the North End Neighborhood
Council. t gave my time to help out with the North Emfs, Ice Cream Social the other weekend.

Despite my difficulties coping with my pervasive developmental ~~der, I have and will always strive to
do the best I can for community and myself: I feel my ,lfique perspective and my creative
interpretations will help the Housing Commission best serve Du~que. I would like to also add that Mr.
Hopkins and I know each other and he has berated me about 1fy lack of experience in Dubuque. I
disagree with him. I believe most ~o~ing Commission issues are universal.

I hope you can take it account my letter when you deliberate ~bout your decision for the Section 8
Housing Commission position. I would encourage the mayor and the city council to call me to discuss
this letter and my desires to be on the Housing Commission. l

HISTORIC BLUFFS NEIGBORHOOD ASSOCIATION

Dear Mr. Van Milligen:
At our last meeting the Historic Bluffs Neighborhood Association voted
unanimously to recommend Joe Hopkins for membership on the
Dubuque Housing Commission.
We feel it is very important to have a tenant on this commission.
Hopkins served a term on the Human Rights Commission and is
presently on the Tenant's Advisory Committee.
He is an active member of the Historic Bluffs Neighborhood Association
and is a caring and contributing member of our community. He is a
good person. He and his wife Melissa are volunteers at Mercy Hospital.

RE: Appointments to Boards and Commissions
Dear Mayor and Councilmembers:
I am writing this letter to you at the request of Council-
member Cline. Councilmember Cline asked, at a Council meeting when
the appointment to a board or commission is on the agenda and the
Councilor a member of the Council is not satisfied with the sole
applicant or all of the applicants, is the Council obligated to
make the appointment?
In my opinion, the Council is not required to make an
appointment to a board or commission simply because applications
have been presented to the Council by the City Clerk. In the
situation where a Councilmember is not satisfied with the sole
applicant or all of the applicants, a motion would be in order to
table the appointment and request the City Clerk to readvertise for
applications.
