ORDINANCE N0. 77-00 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF DUBUQUE, IOWA, BY MODIFYING SUBSECTION (b) OF SECTION 32-214 THEREOF PROVIDING FOR THE ADDITION OF STOP SIGNS ON AL T A PLACE AT DECORAH STREET AND DELAWARE STREET NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Code of Ordinances of the City of Dubuque, Iowa be amended by adding Alta Place and Decorah Street and Alta Place and Delaware Street to Subsection (b) of Section 32-214 thereof as follows: "Sec. 32-214. Koch, Public Works Director SUBJECT: Alta Place at Decorah/Delaware Streets INTRODUCTION The following is in response to requests for the installation of stop signs at the intersections of Alta Place and Decorah Street and Alta Place and Delaware Street. DISCUSSION The callers were concerned about the lack of any traffic control at these two intersections. The speed of traffic on Delaware and Decorah Streets was also mentioned as a concern. Both streets have recently been paved, and the residents feel that traffic speeds have increased. Speed studies have been performed and indicated that traffic is traveling within the speed limit. However, sight distances are inadequate for more than one approach at each intersection based on the prevailing speeds measured. Records indicate that two accidents have occurred at each of the intersections within the last four years. Because of the relatively low volume of traffic, the accident rate per million entering vehicles is above 3.0 for each intersection. This is considered to be a fairly high accident rate. In August of 1999 the City Council passed an ordinance providing for stop signs at all streets intersecting with Auburn and Atlantic Streets. Streets intersecting with Algona also have stop signs posted. The intersections of Alta Place and Decorah and Alta Place and Delaware are the only two four-way intersections between Grandview and Avoca and Loras and Grandview that do not have some form of traffic control. Attached is an ordinance which would provide for the installation of stop signs on Alta Place at Decorah Street, and on Alta Place at Delaware Street. . . . RECOMMENDATION I would recommend approval of the requests for the installation of stop signs at the intersections of Alta Place and Decorah Street, and Alta Place and Delaware Street. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance providing for the installation of stop signs on Alta Place at Decorah Street, and on Alta Place and Delaware Street.
