SUBJECT: Carnegie-Stout Public Library Exterior Maintenance
Sealed bids were received for the Carnegie-Stout Public Library Exterior Maintenance
Project. Library Director Susan Henricks recommends award of the contract to the low
bidder, Jackson Tuckpointing, in the amount of $80,975. With architectural fees and
contingency, this is $17,972.50 over budget. The Library would cover this overage from
their CIP for concrete work.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Carnegie-Stout Public Library Exterior Maintenance
INTRODUCTION
The enclosed resolution authorizes the award of the Exterior Maintenance Project of the
Carnegie-Stout Public Library.
BACKGROUND
The exterior of the original 1902 Carnegie-Stout Public Library is in need of
maintenance, primarily tuck-pointing, but also including repairing seals on windows as
needed, painting, and restoring metal work. The need for this maintenance had
become visible. Estimates were received in 2003 and submitted as a CIP request in FY
2004 budget. Over the past two years changes have taken place to the overall exterior
of the Library. Ivy had been growing and covered a significant part of the building,
mainly on the 1981 addition. This ivy was overgrown and beginning to cause damage
to the building so was removed. When the 1981 addition was fully revealed the need to
clean the building was apparent, as well as some general maintenance and tuck-
pointing. When the time came to hire an architect and document specific work required
maintenance on the 1981 addition was included as an Alternate.
DISCUSSION
Sealed bids were received on March 15, 2005. Fred Jackson Tuckpointing was the low
bid. The base bid and first alternate totaled $64,386 which is 20% under the CIP
amount of $81,000. If the Alternate for the Addition is included, Jackson Tuckpointing
comes in at $80,975 which is right on target.
However, architect fees and expenses will run an additional $9,900. Steve Ulstad, the
architect on this project, is strongly recommending a 10 percent contingency fee to
cover unforeseen repairs as it is difficult to predict what may occur in a building this old.
When the fees, expenses and contingency are factored in the project increases by
$17,706.00
RECOMMENDATION
I recommend that the contract be awarded to Jackson Tuckpointing in the amount of
$80,975.00. The price is competitive, and aesthetically it is desirable to perform
maintenance on the exterior of the entire building at one time rather than in phases. I
recommend the increase be covered by the library's CIP 350-A54, which totals $39,500,
and is for concrete work (stairs and sidewalk maintenance). The concrete work can be
completed in phases as the budget allows.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the 2005
Carnegie-Stout Public Library Exterior Maintenance to Jackson Tuckpointing.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the February 17, 2005 plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the
Carnegie-Stout Public Library Exterior Maintenance Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

RESOLUTION NO. 111-05
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Carnegie-Stout Public Library Exterior Maintenance Project pursuant to
Resolution No. 64-05 and notice to bidders published in a newspaper published
in the City of Dubuque, Iowa on the February 28, 2005.
Whereas, said sealed proposals were opened and read on the 15th day of
March, 2005, and it has been determined that the bid of Fred Jackson
Tuckpointing in the amount of $80,733 was the lowest bid for the furnishings of
all labor and materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Fred Jackson
Tuckpointing and the City Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
