Sealed bids were received for the 2005 Curb Ramp Installation Project. City Engineer
Gus Psihoyos recommends award of the contract to the low bidder, Perry Construction,
in the amount of $20,926.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction of curb ramps at
various locations throughout the City in compliance with the American with Disabilities
Act.
BACKGROUND
The Americans with Disabilities Act requires that curb ramps be installed at
intersections in all areas of the City. This area is also part of the Housing Department's
Washington Neighborhood Revitalization Area. The City has been installing ramps on
all street resurfacing and reconstruction projects, as well as on all sidewalk inspection
routes.
This project continues a systematic program for the installation of curb ramps
throughout the City and consists of 33 ramps in the areas of Elm Street to Central
Avenue and 11th Street to 14th Street.
DISCUSSION
Sealed bids were received on March 15, 2005. Perry Construction of Dubuque, Iowa,
submitted the low bid in the amount of $20,926.00. This amount is 7.8% under the
engineer's estimate. A summary of the bids received is as follows:

RECOMMENDA TION
I recommend that the contract be awarded to Perry Construction in the amount of
$20,926.00.
BUDGET IMPACT
The summary of the project costs is as follows:

The project will be funded through the Community Development Block Grant Funds for
Fiscal Year 2005 which consists of a balance of $38,962.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the 2005
Curb Ramp Installation - CDBG Project NO.1 to Perry Construction in the amount of
$20,926.00.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 2nd day of March, 2005, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the 2005 Curb Ramp Installation - CDBG Project NO.1.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

RESOLUTION NO. 113-05
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
2005 Curb Ramp Installation - CDBG Project NO.1 pursuant to Resolution No.
and notice to bidders published in a newspaper published in the City of
Dubuque, Iowa on the 8th day of March, 2005.
Whereas, said sealed proposals were opened and read on the 15th day of
March, 2005, and it has been determined that the bid of Perry Construction of
Dubuque, Iowa, in the amount of $20,926.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Perry
Construction and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
