Iowa DOT Agreement No. 99-4-096
The City of Sageville has received your revised
Preconstruction Agreement. The City Council has also been advised
that the Iowa Department of Transportation will not retain
jurisdiction of Iowa 32 - Northwest Arterial. This decision by the
Iowa Department of Transportation to divest itself of jurisdiction
of the roadway is a substantial and material change from the
representations previously made by the DOT to the City of
Sageville. Consequently, the Sageville City Council has decided to
table execution of the preconstruction Agreement until the City of

SUBJECT: Preconstruction Agreement - Iowa 32 (Northwest Arterial) Extension
Dear Mr. Maiers:
I have received your letter dated September 7, 2000, which addresses the City of Sageville's decision
to table action on the above referenced preconstruction agreement involving the extension of the
Northwest Arterial (Iowa 32). Due to the proposed transfer of jurisdiction of the Northwest Arterial
to local governmental agencies, I understand the city's position on this matter. However, before the
department can proceed forward with a construction letting, the city and the department need to
execute this agreement.
I realize that the issues that need to be addressed for future maintenance of the Northwest Arterial
within the city limits must be agreed upon between either or both the City of Dubuque and Dubuque
County, likely in the form of a 28E agreement. This effort must occur quickly in order to keep the
project on schedule. If I can be of any assistance to help facilitate this process, please do not hesitate
to include me.
