Human Rights Director Kelly Larson has informed me of the receipt of additional
grant monies from the U.S. Department of Urban Development. They will be
programmed according to the attached memo, subject to a future budget
amendment.

SUBJECT: FYOl Proposed Budget Amendment
The purpose of this memorandum is to inform you our department recently received a
HUD contract in the amount of $45,400 for the following categories:
. $ 22,000 for training
. $ 15,000 for administrative costs
. $ 3,000 for education and outreach
. $ 5,400 for case processing
As usual, $22,000 for training will cover the cost of attending HUD mandated training for
staff and commissioners. This amount should be reflected in line item 62753 of Activity
16402. Additionally, the $5,400 for case processing reflects reimbursement for the three
housing cases our office processed in FYOO.
Regarding the administrative costs and education and outreach funding, I would like to
use the $18,000 for the following. First, I would like to hold a fair housing conference
for landlords and realtors in the Spring of2000 ($3,500 to line item 62360). We have
been trying to do this on an annual basis, and our last conference specifically for
landlords and realtors was in September of 1999. Second, I would suggest another
billboard campaign during Fair Housing Month, along with bus signage to run throughout
the year ($4,000 to line item 62731), and the creation to two brochures specifically for
Complainants and Respondents describing our complaint process ($2,500 to line item
62090). I also would like to create a web page containing fair housing information,
which could be linked from the Human Rights page on the City's web site ($5,000 to line
item 62731). Finally, I have obtained a copy of a musical play about fair housing that
was written and produced in Minnesota. Weare allowed to use the script, and I would
like to solicit a group to perform the play, perhaps at St. Mark's, as part of fair housing
month ($3,000 for set design/costumes to line item 62731).

Budget Impact
The contract generated $5,400 of revenue for the general operating budget. With respect
to the remaining amount, there will be an increase in revenues from HUD with offsetting
expenses in the same amount.
Recommendation
I recommend that the Human Rights Department budget be amended to reflect the
increase in revenue with an offset in the same amount for expenses.
