Sealed bids were received for the 7th Street Retaining Wall Emergency Repairs Project.
Drew Cook & Sons Excavating Co. submitted the only bid at $464,553, which was
15.12% over the estimate of $404,535. City Engineer Gus Psihoyos recommends the
City Council reject all bids and that the project be re -bid over the winter with a
completion date of June 15, 2012.
Staff had conversations with several contractors who did not bid and their primary
concern was the completion date of December 2011. Because of the weather forecast
and impending winter conditions, the contractors feel prices will drop with a project that
has a spring completion date.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14,
it is necessary that the rejection of the award be officially recorded in the minutes of the
City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

On October 3, 2011, the City Council authorized (Resolution 328 -11) emergency repairs to the
public retaining wall along 7 h Street and the associated street pavement. The project provides
for the: reconstruction of the retaining wall; resurfacing of 7th Street in the area of the wall;
replacement of the curb and gutter along this repair; and the replacement of the cable guardrail
along the retaining wall.
There was one bid received on October 18. Drew Cook & Sons Excavating Co. of Dubuque,
Iowa, submitted a bid in the amount of $464,553, which was 15.12 percent over the estimate of
$404,535.
The Engineering Department is recommending that the bid be rejected, and that the project be
re -bid over the winter. Staff had conversations with several contractors who did not bid. The
primary concern of the contractors was with the completion date of December, 2011. Because
of the weather forecast and impending winter conditions, the contractors feel prices will drop
with a project that has a late spring completion date.
It is the recommendation of the Engineering Department that the project be re -bid over the
winter with a completion date of June 15, 2012. Engineering staff would to have the current
site prepared for the upcoming winter weather conditions. This would include providing
additional barricades to help accommodate snow removal equipment on 7th Street along the
retaining wall.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14, it is
necessary that the rejection of the award for the 7th Street Retaining Wall Emergency Repairs
be officially recorded in the minutes of the City Council.
