On October 3, 2011, the City Council authorized emergency repairs to the public
retaining wall, as well as the associated street and sidewalk portions, between 1805
Madison Street and 1829 Madison Street. The City did not receive any bids for this
project.
Staff had conversations with several contractors who did not bid and their primary
concern was the completion date of December 31, 2011. Because of the weather
forecast and impending winter conditions, the contractors feel prices will drop with a
project that has a spring completion date.
City Engineer Gus Psihoyos recommends that the project be re -bid over the winter with
a completion date of June 15, 2012.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14,
it is necessary that this delay of the Madison Street Retaining Wall Emergency Repairs
Project be officially recorded in the minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

On October 3, 2011, the City Council authorized (Resolution 329 -11) emergency repairs to the
public retaining wall, as well as the associated street and sidewalk portions, between 1805
Madison Street and 1829 Madison Street. The Madison Street included: repair of a 45 -foot wall
section, with an alternate bid to replace the entire wall section (approximately 80 feet) with a
concrete modular block wall system (wall units that look like natural stone and are cast with
concrete).
On October 18, 2011, the City did not receive any bids for this project. Staff had conversations
with several contractors who did not bid. The primary concern of the contractors was with the
completion date of December 31, 2011. Because of the weather forecast and impending winter
conditions, the contractors feel prices will drop with a project that has a late spring completion
date.
Therefore, the Engineering Department is recommending that the project be re -bid over the
winter, with a completion date of June 15, 2012. Engineering staff will work to have the current
site prepared for the upcoming winter weather conditions. Also, the City has requested an
extension from the Federal Emergency Management Agency (FEMA) to retain the allocated
funding.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14, it is
necessary that this delay of the Madison Street Retaining Wall Emergency Repairs Project be
officially recorded in the minutes of the City Council.
