City Council, Special Ses- sion, February 28, 2005 Council met in Special Session at 6:30 P.M. in the Ubrary Auditorium PreSent: Mayor Duggan, Council Members Buol, Cline, Connors, Markham, Michalski, Nicholson; City Manager Van MiIIigen Mayor Duggan read the call and stated this Is a special session of the City Council called for the pur- pose of discussing various i City departmental budgets and conducting a public hearing on the CDBG Fis- cal Year 2006 Annual Ac- tion Plan. The budgets for the fol- lowing City departments were discussed: Econom- ic Development Depart- ment, Parking Division, Transit Division, ,Library Department; and Housing and Community Develop- ment Department. Parking Division: Duggan requested that during in- clement weather tickets Is- sued at the Airport be in- serted into plastic wraps. Connors also commented that debit/swipe cards should be looked at for parking ramps. Michalski questioned whether the low occupancy rate in the Fourth Street Ramp was due to the flat fee sched- ule. Transit Division: Duggan expressed concern with the projected increase for trolley ridership. Housing and Community Development Department: A public hearing was held on the Fiscal Year 2006 (Pro- gram ,Year 2005) Communi- ty Development Block Grant Annual Action Plan and no comments were re- ceived. The remainder of the Housing Se~ De- partment budget was then presented. Staff was QOIT1~ mended for their Involve- ment at the federal level to retain funding for the Com- munity Deveioprnetlt Block Grant Program.
