RE: Intersection Change - Seippel and Asbury Road Four Way Stop and Reduced Speed
Limits
Dear Mayor Duggan:
At the February 22,2005 Asbury City Council Meeting the Council approved a change in
the intersection controls from a two way stop to a four way stop at the intersection of
Asbury Road and Seippel Road and decreasing the speed limit from 45 mph to 35 mph.
We contacted Dubuque County Engineering and they recommended we contact you at
this time due to the annexation.
The four way stop will affect the northeast comer of the Seippel Road intersection and
the speed limit change will affect the portion of Asbury Road between Bill Bahl's
residence and Seippel Road.
The City approved this change to improve this intersection for the safety of motorists.
The intersection currently has limited visibility for vehicles on Seippel Road that are
accessing Asbury Road or continuing on Seippel Road.
The City of Asbury seeks your cooperation with these changes. Please call the City of

Dear Elizabeth:
I have received your request for changing the intersection of Asbury and Seippel Road from
a two way stop to a four way stop. At this time, the Dubuque County Board of Supervisors feel that
it would be inappropriate due to the annexation that is going on with the City of Dubuque.
I recommend that you contact Bill Schlickman with the City of Dubuque Engineering
Department in regard to this matter.

A RESOLUTION APPROVING A STOP SIGN AT THE INTERSECTION OF
ASBURY ROAD AND SEIPPEL ROAD.
Be It Resolved by the City Council ofthe City of Asbury, Iowa:
The City Council approves the intersection change at Asbury and Seippel Road from a

CITY OF ASBURY
AN ORDINANCE AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER
63, SECTION 63.04. (SPEED REGULATIONS)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASBURY, lOW A THAT:
SECTION 1. That Chapter 63 is amended of the Code of Ordinances, City of Asbury, Iowa is
hereby amended to read as follows:
"63.04. SPECIAL SPEED RESTRICTIONS. In accordance with requirements of the
Iowa State Department of Transportation, or whenever the Council shall determine upon
the basis of an engineering and traffic investigation that any speed limit listed in Section
63.02 is greater or less than is reasonable or safe under the conditions found to exist at
any intersection or other place or upon any part of the City street system, the Council
shall determine and adopt by ordinance such higher or lower speed limit as it deems
reasonable and safe at such location. The following special speed zones have been
established:
(Code of Iowa, Sec. 321.290)
1. Special 20 MPH Speed Zones. A speed in excess oftwenty (20) miles per
hour is unlawful on any of the following designated streets or parts thereof.
A. On Wedgewood Drive.
2. Special 35 MPH Speed Zones. A speed in excess of thirty-five (35) miles
per hour is unlawful on any of the following designated streets or parts thereof.
A. On Asbury Road from the east City limits to 500 feet west of its
intersection with Briarwood Drive;
B. On Radford Road, Lore Mound Road, Hales Mill Road, Heacock
Road and Seippel Road throughout the City;
C. On Asbury Road from 500 feet west of its intersection with
Briarwood Drive to the west City limits.
SECTION 2. REPEALER. All ordinances or parts of ordinances in conflict with the provisions
of this ordinance are hereby repealed.
SECTION 3. SEVERABILITY CLAUSE. If any section, provision, or part of this ordinance
shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section, provision, or part thereof not adjudged. invalid or
unconsti tuti onal.

SECTION 4. This Ordinance shall be in fun force and effect following passage and publication
of this Ordinance as provided by law.
SECTION 5. The requirements of Section 380.3, Code of Iowa, of prior readings and votes for
passage of this Ordinance is hereby suspended and waived by the recorded vote of not less than
three-fourths of the members ofthe City Council, pursuant to Section 380.3, Code ofIowa.
