Dear Mayor Duggan and City Council Members:
As Chairman, and on behalf of all the members of the Arts and Cultural Affairs
Advisory Commission, I am writing to ask the Council to vote to include in the
FY06 Dubuque City Budget the full $235,000 for arts and culture funding
recommended by City Manager Mike Van Milligan.
Arts advocates and individual members of the Council have worked for many
years to educate the community about why our arts and culture organizations
need city funding and why this financial investment would be good for Dubuque.
The contribution made by our arts and culture organizations to the quality of life
we all enjoy in Dubuque is easy to see. These organizations have played, and
will continue to play, an important role in our region's economic development.
We are grateful to the Council for their wisdom and foresight in adopting three of
the Arts and Culture Task Force's recommendations and in making arts and
culture funding a "top priority" in the FY06 budget. The Task Force
recommended funding at $250,000. Full funding at the City Manager's
recommended level of $235,000 will be a critical next step in supporting our
community's arts and culture organizations.
The Commission members are honored and pleased to contribute time and talent
to help the City develop thoughtful arts policy and make wise investment
decisions, should funding become a reality. Our goal must be to sustain and
insure long-term viability for existing arts and culture organizations and to create
a welcoming environment for new organizations.

Funding the Arts
Dear Mr. Mayor:
As a member of the community of the arts in Dubuque, and a member of
the larger Dubuque community, I must plead for the $235,000 funding for
the arts in our city. It is an embarrassment that Dubuque is the only
city of its size not funding the arts, especially when the arts
community does so very much for Dubuque's economy and ambiance.
I've only lived in Dubuque for about ten years, and it's been marvelous
to see the progress in practically every area of the city's life in
that time. This funding would certainly be encouraging to me as an
artist and art gallery owner, as well as a participant in the economic
stability and growth of this lovely city.
Please do all you can to encourage the flourishing of the arts in
Dubuque.
