AN ORDINANCE AMENDING THE CITY OF DUBUQUE CODE OF ORDINANCES
SECTION 32-336 ESTABLISHING THE MUNICIPAL PARKING METER DISTRICT
BY INCLUDING BOTH SIDES OF BLUFF STREET FROM THIRD STREET TO
EIGHTH STREET
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Sec. 32-336 of the City of Dubuque Code of Ordinances is amended by
deleting the reference to "Bluff Street, both sides, between Third Street and Seventh
Street" and substituting in lieu thereof the following:
NORTH-SOUTH STREETS
Bluff Street, both sides, between Third Street and Eighth Street.

SUBJECT: Amend Ordinance to Expand Meter District

Parking System Supervisor Cindy Steinhauser is recommending an amendment to
Section 32-336 of the City of Dubuque Code of Ordinances to expand the existing
meter district to include the east side of Bluff Street from 7th Street to 8th Street.
This will allow for a modification of the curb when Woodward Communications
constructs a parking lot on the old Firestone property. The curb modification on
Bluff Street will create space for 4 on-street metered parking stalls.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Amend ordinance to expand meter district
Introduction
The purpose of this memorandum is to propose an amendment to Section 32-336 of the
City of Dubuque Code of Ordinances to expand the existing meter district.
Discussion
.
Section 32-336 of the Code of Ordinances provides for the designation of the downtown
meter district. As part of this district, meters are designated on both sides of Bluff Street
between Third and Seventh Street and on the west side only of Bluff Street between
Seventh and Ninth Street. Recently Woodward Communications Inc. acquired the
former Firestone Tire property located on the east side of the 700 block of Bluff Street
and intend to create a surface parking lot on this site. The planned completion date for
this project is late fall 2000.
In reviewing this matter with Bob Woodward of Woodward Communications Inc., he has
indicated his willingness to modify the curb along the western portion of their property to
allow for the creation of approximately 4 on-street metered parking stalls. This new
parking would replace, in part, some of the parking stalls that were removed from the
district on ih Street in front of the Dubuque Museum of Art as part of that renovation in
1999. It is anticipated that this new parking would be constructed simultaneous with the
construction of the surface lot and that the City's portion of the cost for curb, gutter and
sidewalk is estimated to be $20,000 including engineering and contingency fees and the
funding would come from street improvement operating fund.
Action
The requested action is for you to adopt the following ordinance amending Section 32-
336 of the Code of Ordinances to expand the meter district to include the east side of
Bluff Street from 3rd Street to 8th Street.
