Asbury Road - No Parking . . . ORDINANCE NO. 94-00 AN ORDINANCE AMENDING SECTION 32-262 (d) OF THE CITY OF DUBUQUE CODE OF ORDINANCES, PROHIBITING PARKING ON DESIGNATED STREETS OR PORTIONS THEREOF BY DELETING PORTIONS OF ASBURY ROAD NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Code of Ordinances of the City of Dubuque, Iowa is amended by deleting from Subsection (d) of Section 32-262 the following: Asbury Road, both sides, from John F. Kennedy Road to the westerly City limits; north side, from St. Ambrose Street to Bunker Hill Drive and from Clarke Drive to Woodlawn Street. Section 2. That the Code of Ordinances of the City of Dubuque, Iowa is amended by adding to Subsection (d) of Section 32-262 the following: Asbury Road, both sides, from John F. Kennedy Road to the westerly City limits; north side, from St. Ambrose Street to Bunker Hill Drive and from Clarke Drive to Woodlawn Street; south side, from John F. Kennedy Road to the east approximately 400 feet. This would prohibit parking along your property on Asbury Road. The purpose of the parking removal is to install a left-turn lane for traffic traveling eastbound on Asbury at Crissy Drive. Currently there are times when vehicles are waiting to turn left onto Crissy and other eastbound vehicles are unable to get around the turning vehicle and back up into the intersection of John F. Kennedy Road. This has been a growing problem and has been the source of many prior complaints. The addition of this left-turn lane should eliminate this situation. An added benefit would be increased sight visibility for customers exiting your property onto Asbury Road. The City considers the removal of parking to be in the interest of public safety. As owner of the property adjacent to this "no parking" area, the City wants to make you aware of this pending action, which will be presented to the City Council within the next 30 days. Koch, Public Works Director ')1t {d FROM: SUBJECT: Parking Restriction on Asbury Road INTRODUCTION This memorandum is in regard to the placement of a "No Parking" zone on the south side of Asbury Road, adjacent to the new Walgreen Drug Store, which covers a distance of approximately 400 feet. DISCUSSION With continuing growth on the west side of Dubuque, traffic on Asbury has been steadily increasing, causing a problem near the intersection of Crissy Drive. When eastbound vehicles attempt a left turn onto Crissy Drive, traffic can sometimes get backed up to John F. Kennedy Road. Prohibiting parking on the south side of Asbury Road from John F. Kennedy to the east would allow pavement markings to be reconfigured to allow eastbound vehicles to pass left-turning vehicles at Crissy Drive, thereby eliminating the traffic backup. The enclosed ordinance would create a "No Parking" zone on the south side of Asbury Road approximately 400 feet in length, making the parking restriction applicable along the entire length of the Walgreen Drug Store property. Walgreen's has been advised of this proposal and are in agreement with the proposal. <' . . . RECOMMENDATION I would recommend creating a "No Parking" zone on the south side of Asbury Road, from John F. Kennedy Road to a point 110 feet east of Crissy Drive, the purpose of which is to alleviate traffic congestion in this area. ACTION TO BE TAKEN The City Council is requested to adopt the enclosed ordinance prohibiting parking on a portion of Asbury Road, just east of John F. Kennedy Road.
