City of Dubuque, Iowa's Written Investment Policy Certified by
the Municipal Treasurers' Association of the United States and Canada
Washington, DC--- In August 2000, the City of Dubuque, Iowa was formally recognized for
having its written Investment policy certItied by the Municipal Treasurers' Association of the
United States and Canada (MTA US&C). Earlier this year, the City's policy was reviewed and
certified as meeting the standards set forth by MT A US&C. The City was honored at MT A
US&C's 35th Annual Conference in San Diego, California.
Over 250 governments have had their policies certified by the Association since its Investment
Policy Certification Program was developed in 1990. The City of Dubuque is one of two
governments in the State of Iowa to have its investment policy certified by MTA US&C.
. The Program was instituted in an effort to assist state and local governments interested in drafting
or improving upon an existing investment policy. As part ofthe Program, the Association has
created a "Model" investment policy. The Model includes sample language and rationale for those
18 sections that the Association deems as critical elements included in the Model: liquidity;
selection and review of suitable investment instruments; internal controls; reporting; portfolio
diversification; custody and safekeeping; selection of investment institution criteria; ethics; and
conflicts of interest.
A written investment policy is only certified when the Association's Investment Policy Review
Team acknowledges that the policy has met all criteria set forth in the Program. Of the policies
received each year for review, only two-thirds of the policies reviewed are accepted on their first
submission. Those not initially approved are encouraged to amend their policies and resubmit for
certification.
