Historic Preservation Ordinance Update Community and Economic Development Department 50 West 13th Street Dubuque, Iowa 52001-4864 DUB~E ~~~ November 28, 2000 Honorable Mayor and City Council City of Dubuque 50 West 13th Street Dubuque,IA 52001 RE: Support for Historic Preservation Honorable Mayor and City Council: This letter reports the comments of the Community Development Advisory Commission on the proposed changes to the City's historic preservation activity. The Commission discussed the proposed revisions on Tuesday, November 21st. Terry Mozena, Chairperson of the Historic Preservation Commission (HPC), provided a review of the proposed historic preservation incentives for rehabilitation of historic properties as recommended by the Historic Preservation Commission and the Preservation Task Force. He described the proposed creation ofa $400,000 Historic Preservation Revolving Loan Fund, the expansion of the Urban Revitalization Program to include all historic districts and the addition of a full-time Historic Preservation Planner. HPC is requesting Community Development Block Grant(CDBO) funding for the Historic Preservation Homeowner Grant Program of $30,000 annually and for a Historic District Public Improvement Program of $100,000 annually. The Commission found the proposed historic preservation incentives would be beneficial to maintaining the historic character of our City. They supported the creation of a Historic Preservation Revolving Loan Fund and the expansion of the Urban Revitalization Program to include all historic districts. They also supported the addition of a full-time Historic Preservation Planner with the hotel/motel tax fund being a possible funding source. No CDBO funding was recommended since these proposals would cause the City's CDBO budget to exceed the allowed 20 percent cap for planning and administration as required by HUD. The Commission proposed to include $30,000 for the Historic Preservation Homeowner Grant Program in the FY 2002 CDBO Annual Action Plan. A public hearing on the Plan will be held on December 6lh. At that time, the Commission will also review the requested CDBO funding of a Historic District Public Improvement Program. They questioned if limited CDBO funding would provide any available funding for this program.
