MEMORANDUM
November 29,2000
TO: The Honorable Mayor and City Council Members
FROM: Michael C. Yan Milligen, City Manager
SUBJECT: Captain Position Fire Marshal Office
Fire Chief Dan Brown is recommending the elimination of the Captain's position in the Fire
Marshal Office and the creation of a Firefighter position assigned to Division 2.
This will balance the number of Firefighters on the three shifts and provide experience for
Firefighters in the educational and inspection aspects of the fire service by using a Firefighter on
shift to perform these duties for eight hours of their shift, Monday through Friday.
I concur with the recommendation and respectfully request Mayor and City
Michael C. Van Milligen

CITY OF DUBUQUE, IOWA
MEMORANDUM
November 27, 2000
TO: Michael C. Van Milligen, City Manager
FROM: E. Daniel Brown, Fire Chief E P ~
SUBJECT: Captain Position Fire Marshal Office
I am recommending that the Captain position in the Fire Marshal Office be changed to
the position of firefighter and the position assigned to Firefighting Division 2.
This change will balance all three firefighting divisions with the same amount of
personnel. In addition, we will be assigning a firefighter from each one of the three
divisions to eight hours of their 24 hour shift, Monday through Friday, to the Fire
Marshal for inspection and education duties.
These firefighters would be assigned on a yearly basis with options for two to three
years. During the time these firefighters are working in the Fire Marshal's office, they
would be available to respond to fires and other emergencies as needed and would
report to the Incident Commander for assignment.
This change will provide learning opportunities in areas of public education, inspections
and code enforcement for these personnel that will be useful as they progress upward
through the department by developing the skills that are needed at the fire company
level.
The firefighters assigned to this duty would be given specific assignments consisting of
inspections of daycare centers, schools, hotels, large retail stores, etc., sprinkler and
alarm systems compliance and public education duties which are similar to the duties
that are performed by the fire companies.
I respectfully request your approval.
