RE: Downtown Comprehensive Plan
Honorable Mayor and City Council:
This letter reports the comments of the Community Development Advisory Commission on the
Downtown Comprehensive Plan process. The Commission met on Tuesday, November 21 to
discuss this matter.
Laura Carstens, Planning Services Manager, provided a review of the proposed Downtown
Comprehensive Plan process, the geographic scope and estimated budget for the creation of a
Downtown Comprehensive Plan. The Commission determined a downtown vision and a
comprehensive master plan would provide an opportunity for community input and ownership in
the continued revitalization and growth of the downtown area.
Although Community Development Block Grant (CDBG) funds could be used for this planning
process, CDBG funding was not recommended since this proposal would cause the City's CDBG
budget to exceed the allowed 20 percent cap for planning and administration as required by
HUD. The Community Development Advisory Commission, by a vote of6-0, voted to endorse
the proposal for creation of a Downtown Comprehensive Plan.
