RESOLUTION AUTHORIZING COLLECTION OF DELINQUENT
WATER CONNECTION CHARGES IN ACCORDANCE WITH SECTION
44-151-B OF THE CODE OF ORDINANCES OF THE CITY OF DUBUQUE,
IOWA
Whereas, Section 44-151-B of the Code of Ordinances authorizes the City to levy and
collect water connection fees for property footage that is adjacent to the water main according to
the prevailing front footage fee
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE , IOWA;
Section I. That the person hereinafter named, owning the following described property,
has unpaid water connection fees in the amount set out and that said fees are delinquent.

Section 2. That the City Clerk be and is hereby ordered and directed to certify to the
County Treasurer of Dubuque County, Iowa, that the person named herein is delinquent in the
payment of water connection fees in the amount set forth above and that said delinquent water
connection fees shall be collected in the same manner as general property taxes against the
respective property set opposite the name ofthe property owner.
Section 3. That the delinquent water connection fee shall be collected with, and in the
same manner as general property taxes as provided by law.

SUBJECT: Delinquent Water Connection Fee
Finance Director Ken TeKippe is recommending submission of the delinquent water connection
fees to the Dubuque County Treasurer in order to establish real property liens for collection of
such past due accounts.
I concur with the recommendation and respectfully request Mayor and City Council approval.

INTRODUCTION
.
The purpose of this memorandum is to request City Council authorization to submit the
delinquent water connection charge to the Dubuque County Treasurer to establish a real property
lien for collection of this charge.
BACKROUND
City of Dubuque Ordinance, Article Three Water, Section 44-151-B authorizes the City to levy
and collect water connection fees. This fee is calculated by multiplying the property footage
that is adjacent to the water main by the current front footage fee of$II.00 per lineal foot.
The total connection fee equals 101.38 feet X $11.00 per lineal foot. The amount totals
$1115.18 for the property at 2026 Rockdale Road.
Records show that payment of water connection fee for said property on March 31, 1997, has not
been received.
RECOMMENDATION
It is recommended that the delinquent water connection fee identified in the attached resolution
be certified to Dubuque County Treasurer for collection with, and in the same manner as, general
property taxes.
