Chairperson Jim Holz called the meeting to order at 7:30 a.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Char Eddy moved to approve the 14 February, 2005 Housing Trust Fund meeting minutes.

Old Business
IFA Housing Trust Fund Application
David explained the Housing Trust Fund application that will be submitted to the Iowa
Finance Authority for a Local Housing Trust Fund grant of $200,000. The Committee
discussed the efforts in expanding the Washington Neighborhood strategy by promoting
homeownership assistance and housing rehabilitation in that area. The grant will benefit
homeowners and renters earning less than 50% area median income. David added that the
25% match required for this application will be the $4,000 grant from the Iowa Fannie Mae
Partnership office which will be used for planning and leadership development; $200,000
from the new City General Fund program to assist moderate-income home buyers and
$28,000 remaining in FY05 Engineering Department budget along with $55,000 of FY06 for
construction of disabled access curb and sidewalks throughout the Washington
Neighborhood.
Additional partners including Dubuque Bank and Trust, Dubuque County-ISU Extension
Office, Four Mounds Foundation/HEART Program, Gateways to Home CHDO, Dubuque
Board of Realtors, Dubuque Main Street Ltd and 81. Mary's Church either donated services
or provided letters of support on behalf of their commitment in this revitalization project.
John Walsh moved to approve the IF A Housing Trust Fund application. Harry Neustadt
second. Roll Call. All present in favor. Motion passed.

David informed the Committee that Mid American Housing Partnership (MAHP) has received
a grant through the HOME program, American Dream Downpayment Initiative (ADDI), in the
amount of $10,000 per unit for the eight townhouses in the Eagle Valley Subdivision.

adjourn. Harry Neustadt seconded. Roll Call. All present in favor. Motion passed. Meeting
was adjourned at 8:25 a.m.
