SUBJECT: Police Patrol Remodeling Project
Chief of Police Kim Wadding is recommending acceptance of the Police Patrol
Remodeling Project, as completed by Steven Ulstad Architects, Stumpf Construction
and All-Systems, in the final contract amount of $109,686.44.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The purpose of this memorandum is to finalize the Police Patrol Remodeling Project
through the approval of the last two resolutions, the Accepting Improvement resolution
and the Final Estimate resolution. Total cost of the project was $109,686.44.
BACKGROUND:
The Police Patrol Remodeling Project remodeled the southeast corner of the Dubuque
County Law Enforcement Center 770 Iowa Street. Previously this area contained the
Dubuque Police Investigative Area. With the completion of the new jail section, the
investigative unit moved to the new addition. The Police Remodeling Project allowed
needed expansion for the patrol division. The Police Remodeling created a new briefing
room, offices for Patrol Captains and Lieutenants, storage areas, a south entrance
canopy, and a new operations room for day-to-day patrol operations.
DISCUSSION:
Steve Ulstad of Steven Ulstad Architects 1110 Bluff, Suite 102 Dubuque, Iowa provided
project remodeling oversight. The remodeling project involved two contractors, Stumpf
Construction who completed the interior and canopy construction, and All-Systems, who
supplied the interior furnishings and cabinets. As indicated by the attached letter from
Steven Ulstad dated February 9, 2005, he writes the project has been reviewed and
appears to be complete and in compliance with the contract documents. With the
project complete I have attached two resolutions to finalize the project, the Final
Estimate and the Accepting Improvement.

The final lien waivers have been received along with the contractor's affidavit of
payment of debts and claims and reviewed by Barry Lindahl, Corporation Attorney.
Information regarding state sales tax refund on materials have been received and
submitted to City Finance to file for reimbursement with the State of Iowa. The
remaining balance to be paid is the 5% retainage fee for Stumpf Construction in the
amount of $3,735.37 and All Systems in the amount of $1,245.36.
RECOMMENDATION:
Based upon review and recommendation from Steve Ulstad of Steven Ulstad Architects,
I recommend approval of the two resolutions to finalize the project.
ACTION REQUESTED:
Request City Council approval of the Final Estimate and Accepting Improvement
resolutions completing the Police Patrol Remodeling Project.

RESOLUTION NO. 120-05
ACCEPTING IMPROVEMENT
Whereas, the contract for the Police Patrol Remodeling Project has been
completed and the City Manager has examined the work and filed a certificate
stating that the same has been completed according to the terms of the contract,
plans and specifications and recommends its acceptance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved
and that said improvement be and the same is hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and is hereby
directed to pay to the contractor from the Police Capital Improvement Fund in
amounts equal to the amount of the contract, less any retained percentage
provided for therein.

RESOLUTION NO. 121-05
FINAL ESTIMATE
Whereas, the contract for the Police Patrol Remodeling Project has been
completed and the Police Chief Kim B. Wadding has submitted the final estimate
showing the cost thereof including the cost of estimates, notices and inspection
and all miscellaneous costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $109,686.44 and the said amount shall be paid from the Police Capital
Improvement Fund of the City of Dubuque, Iowa.
