I read the Des Moines Register articles about a possible 10 year state sales tax
exemption totaling an estimated $12.5 million for the proposed racetrack in Newton.
I believe the concept is sound and I hope you will consider supporting the proposal, with
one very important amendment.
The State of Iowa has designated certain areas across the State as Enterprise Zones.
These are areas in need of redevelopment. In Dubuque's case, this area is mainly our
downtown. An amendment to this proposed legislation allowing use of this sales tax
rebate for newly established businesses in Enterprise Zones would lead to the
renaissance of downtown Dubuque as an important location for retail trade.
