SUBJECT: 6th and 7th Street Reconstruction and Washington Park Renovation
Projects
City Engineer Gus Psihoyos recommends initiation of the bidding process for both the
6th and ih Street Reconstruction and the Washington Park Renovation Projects, and
further recommends that a public hearing be set for May 2, 2005. The project was
reviewed by the Historic Preservation Commission and, while some of their comments
were incorporated into the design, two major changes were not. The Historic
Preservation Commission asked that eight benches be placed in the park instead of
five. They also asked that historic traffic lighting be used in the replacement of traffic
signals.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the bidding procedure for both the 6th & 7th Street
Reconstruction and the Washington Park Renovation Project.
DISCUSSION
The 6th & 7th Street paving project will provide for the complete reconstruction of the
roadway sub-base and pavement, between Bluff and Locust Street. 6th Street will be
constructed to the City standard 41-foot wide concrete roadway and 7th Street will be
reduced from the existing 35-foot width to a 33-foot wide concrete roadway.
Per the request of the Dubuque Museum of Art, the street pavement section directly in
front of their facility will be reduced from the proposed 33-foot width to a 25-foot wide
concrete roadway, which will provide for the construction of a bump-out and drop-off
area in front of the Dubuque Museum of Art.
The 6th & 7th Street paving projects will also provide for the complete reconstruction of
the existing sidewalks along both sides of 6th Street, on the south side of 7th Street,
and those abutting Washington Park on Bluff and Locust Streets. The project shall
incorporate the "Flat-Iron Park" sidewalk design standard which includes a buff-colored
sidewalk section with a brick red stamped parkway area that was approved at the
November 15, 2004 City Council work session.
The project will also include underground utility improvements such as: the complete
reconstruction of watermain, valves and hydrants; the replacement of deteriorated
sanitary sewer and brick manholes; the replacement of storm sewer and catch basins to
improve the storm water conveyance in the area.
The 6th & 7th Street paving projects will also provide for the installation of historic street
lighting.
The Washington Park Renovation Project shall include the complete reconstruction of
pedestrian sidewalk with buff-colored sidewalk within the park interior.
The project shall also include substantial improvements and upgrades to both the
electrical and water systems within the park. The new historic pedestrian lighting within
the park shall include power outlets to support special events, while new power service
pedestals are to be installed along both 6th and 7th Streets to support community
festivals.
The project includes Bid Proposal Alternates for staff to review the feasibility for
additional concrete curb and gutter replacement along both Bluff and Locust Streets and
the asphalt pavement resurfacing on Locust Street between 6th & 7th.
On Tuesday, March 22, 2005, Engineering formally presented before the Historic
Preservation Commission (HPC) for review and comments on the project. HPC
supported and approved the project with two major changes. The HPC wanted eight
park benches incorporated in the project instead of the five benches approved the Park
and Recreation Commission. The five park benches will be purchased directly by the
Leisure Services Department. The additional three benches will not be purchased as
requested by the HPC. It has also been decided that the location of all benches in the
park interior will remain as noted on the construction documents.
The current project design incorporates City-standard traffic signalization equipment
versus the HPC recommendation for historic signals, which would cost an additional
$16,350. Under a separate contract, Engineering will purchase the traffic signalization
poles and equipment for both the 7th and Locust intersection and the 6th and Bluff
intersection.
All other comments by the HPC are incorporated into the construction documents.
PROPERTY ASSESSMENTS
There are three major property owners abutting the project that will not be assessed.
1) The City is the property owner of the Washington Park along 6th and 7th Street. 2)
The second property owner, the US Post Office, is considered a nonassessable entity.
3) Due to a previous agreement, the Museum paid for the brick sidewalk, curb and
gutter, lighting, and landscaping in front of its facility in lieu of any future assessment.

After the May 20 - 22, Dubuque Fest event, Washington Park will be closed until the
September 9 - 11, River Fest event. Leisure Services Manager Gil Spence is currently
working to reschedule events between this timeframe to allow sufficient time to
reconstruct 6th and 7th Streets and to complete all Washington Park renovation
improvements.
PROJECT COMPLETION INCENTIVE
Since the 6th & 7th Street and Washington Park are primary gathering areas to support
community events and festivals, staff has included an incentive bonus for the contractor
to complete all work prior to specified completion date of September 8, 2005. This
bonus would amount to $2,000 per calendar day for each day the project is completed
before the September 8, 2005 date. The maximum incentive would be $10,000 (5
calendar days). In addition, we are including a $1,000 liquidated damages for every day
beyond September 8, 2005 deadline that the project is not complete.
RECOMMENDATION
It is recommended that the City Council establish the date of the public hearing and to
authorize the City Clerk to advertise for proposals.

Dear Mayor and City Council Members:
The Historic Preservation Commission has reviewed the application of the City
Engineering Department for an advisory design for proposed improvements to
Washington Park and to 6th & 7th Streets between Locust and Bluff Streets, located in
the Cathedral Historic District. The application, staff report, and related materials are
enclosed.
The Historic Preservation Commission's role is to serve as an advisory design review
body to the City Council for public improvements in the historic districts.
The Historic Preservation Commission discussed the proposed improvements to
Washington Park and to 6th & 7th Streets between Locust and Bluff Streets, and was
very supportive of the proposed street and park improvements.
By a vote of 6 to 0, the Historic Preservation Commission recommends that the City
Council approve the proposed improvements to Washington Park and to 6th & 7th
Streets between Locust and Bluff Streets, and to further recommend to the City Council
the following suggestions:
1 . That four additional pads and benches be placed in the interior of the park,
one along each diagonal walkway on the opposite side of the walkway from
the four benches shown at each corner, and closer to the center of the park.
2. That the pad and the bench proposed to be located in the center of the park
be removed because it does not fit the symmetry of the park layout.
3. If the budget allows, to put in historic lighting poles for the traffic signals at
Locust and 7th Street (1st priority) and Bluff and 6th Street (2nd priority).

Staff Analysis: The City of Dubuque is proposing to reconstruct 6th and 7th Streets and
make improvements to Washington Park. One of the duties of the Historic Preservation
Commission as stated in the City's Historic Preservation Ordinance (Chapter 25 of the
City Code) is: liTo serve as an advisory design review body to the City Council for
review of public works projects which have historic preservation implications in historic
districts, or for alteration of landmarks, landmark sites or structures, that would result in
a material change in appearance or be visible from the public right-of-way."
The Historic Preservation Commission's role is to review the proposed plans to
Washington Park and 6th and 7th Streets and provide a recommendation to the City
Council.
The proposal is to reconstruct 6th and ih Streets from Locust Street to Bluff Street. New
sidewalks will be installed around Washington Park (see enclosed sidewalk design).
Sidewalks will be removed in the park and replaced with buff color sidewalks that will be
in a new configuration. New electrical outlets will be placed throughout the park. New
historical streetlights will be placed throughout the park. Stoplights will be placed at the
intersections along Locust Street.
