Minutes Park & Rec 3 8 05 PRESENT: ABSENT: OTHERS: MINUTES APPROVED; VOTE: BOY SCOUT REQUEST TO WAIVE ENTRANCE FEE TO EAGLE POI NT PARK; VOTE: APPROVE REVISIONS TO GOLF POLICY MANUAL; VOTE: PARK DIVISION REPORT: PARK AND RECREATION COMMISSION MEETING Tuesday, March 8, 2005 4:30 p.m., Snack Bar, Bunker Hill Golf Course Kim Daykin, Chuck Duggan, Karen Lyness, Gary Harjehausen and Tom Schrobilgen Tom Blocklinger and Paul Hoffmann Staff present: Gil Spence, Pat Prevenas, John Hail and Eileen Trimble It was moved by Harjehausen, seconded by Lyness, to approve the minutes of the February 8, meeting. The motion passed unanimously. Matt Stemper was present representing the Boy Scouts, asking to have the entrance fee to Eagle Point Park waived for persons attending their pancake breakfast on Mother's Day. Leisure Services Manager Gil Spence explained that this request is the same every year, and in exchange for waiving the entrance fee, the scouts do a service project at Eagle Point Park. !! was moved Qy Daykin, seconded Qy Lyness, to waive the entrance fee to EaQle Point Park on Mother's Day, May 8th, for anyone attendinQ the Boy Scout pancake breakfast. The motion passed unanimously. Staff is proposing the following changes to the golf policy manual: 1. Change the opening time on Mondays from 9:00 to 8:00 a.m. (4. C.) 2. Establish basis for changing fees for golf outings (9. A. vi.) 3. Establish family golf night - new section that allows for youth players to play free on Sunday evenings (after 4:00 p.m.) with a paying adult or season pass holder; 4. Revise section 9. B. to charge green fees on one day (of the two-day event) for City/County, Julien, Lady Julien, Ladies Tri-state and City/County Junior; 5. Establish the golf cart rate after October 1st as the nine-hole rate. !! was moved Qy Harjehausen, seconded Qy SchrobilQen, to approve the chanQes to Qolf policy manual as proposed Qy staff, with one chanQe, family Qolf proQram would beQin at 2:00 Q.J!!.:. on Sundays. The motion passed unanimously. Park Division Manager John Hail told commissioners: . Indian Room rest room project is moving ahead; . will begin work on roof of park maintenance headquarters building at the end of the week; . flowers are being planted in the greenhouse; . tables are being repaired; . vandalism was done to fence at Pinard Park and playground equipment at Usha Park; . parks open for the season on Saturday, April 30th; . part-timers start April 18th; . bidding started for Marshall Park rest room project; . in final design stages for Pyatigorsk Park and 5th Street Gateway; . by the end of summer, Bergfeld should have a walking path, rest rooms, lights by parking lot; . at Comiskey, we will be taking out two tennis courts and replacing with one tennis court and a 60 x 60 skate park, overlaying basketball court and landscaping. RECREATION DIVISION REPORT: ADJOURN; VOTE: March 8, 2005 meeting page two Recreation Division Manager Pat Prevenas told commissioners: . a 30' section of fence on Grandview, along the golf course, was hit by a car; waiting until end of winter to repair; . someone stole one basket at the disc golf course; . post-season basketball tournament had 34 teams registered, down 5 from last year; . alumni tournament deadline is today - currently have 3 women's, 16 classic, 15 modern and 12 masters teams registered; . in second session of dodgeball - 14 men and 6 coed; . interviewing for a part- time maintenance worker for the golf course, that would work 32 hours per week, year-round (received over 100 applications); . Heiar Fencing is working at McAleece fields I and II changing the fence from eight foot to thirteen foot height; should be done before start of season. It was moved by Daykin, seconded by Schrobilgen, that the meeting be adjourned at 4:58 p.m. The motion passed unanimously. Chairperson Attest
