Minutes_Housing Code Appeals Board 7 19MINUTES OF HOUSING CODE APPEALS BOARD DATE: 19 July 2011 TIME: 4:30 p.m. PLACE: Housing and Community Development Department Chairperson Robert Schaub called the meeting to order at 4:00 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Board Members Present: Bill Kinsella David Young Staff Present: Fred Miller Robert Schaub Robert Boge Tami Ernster Review and Certification of Minutes of 17 May 2011 Housing Code Appeals Board Meeting Fred Miller motioned to approve the minutes. David Young seconded. Motion passed 4 -0. Correspondence /Public Input There was no correspondence or public input. Consent Agenda The consent agenda items are considered to be routine and non - controversial and all consent items will be normally voted upon in a single motion without any separate discussion on a particular item. The following property owners have requested an extension of time to complete repairs. The Housing and Community Development staff concurs with the extension of time requested and respectfully requests Housing Appeals Board approval. There were no-items to discuss. ALL DEFICIENCIES AND MOTIONS ARE IN ACCORDANCE WITH THE DUBUQUE HOUSING CODE UNLESS OTHERWISE STATED. EXTENSIONS OF TIME ARE GRANTED IN ACCORDANCE WITH TITLE 6 SECTION 6 -9F(1) AND VARIANCES ARE GRANTED IN ACCORDANCE WITH TITLE 6 SECTION 6- 9F(2). New Business CASE #1 Julie Lott, owner of 653 and 655 Chestnut Street, is requesting an extension for 90 days to paint exterior components. This is a Section 8 inspection. The longest extension owner can have is until September 20, 2011. Bill Kinsella moved and David Young seconded the extension until September 20, 2011. Motion passed 4 -0. CASE #2 Brenda Husemann, owner of 1358 Locust Street, is requesting an extension of time until September 15, 2011, to paint the porch. This is a Section 8 initial inspection. The longest extension owner can have is until August 31, 2011. David Young moved and Bill Kinsella seconded the extension until August 31, 2011. Motion passed 4 -0. CASE #3 Dubuque Church of God, owner of 1496 Central Avenue, is requesting an extension of time until September 1, 2011, to install a window. This is a Section 8 initial inspection. Owner wants to convert two bedroom dwelling unit into three bedrooms and cannot do so until a window is installed. David Young moved to approve the extension as long as the window installation meets all Housing and Building Department requirements. Bill Kinsella seconded. Motion passed 4 -0. CASE #4 SANMUL, Owner of 1671 Main Street, is requesting an extension of time until September 27, 2011, to complete exterior repairs. This is a Section 8 initial inspection. The longest extension owner can have is until September 24, 2011. David Young moved and Fred Miller seconded the extension until September 24, 2011. Motion passed 4 -0. CASE #5 Michael Felderman, owner of 2750 Washington Street, is requesting an extension of time until October 1, 2011, to paint outside windows. This is a Section 8 initial inspection. The longest extension owner can have is until September 29, 2011. Bill Kinsella moved and David Young seconded the extension until September 29, 2011. Motion passed 4 -0. CASE #6 Carol Sheets, owner of 595 W 17th Street is requesting an additional extension of time until October 11, 2011, to repair wall in rear of property. This is a General Housing inspection. Owner had previously requested an extension until July 11, 2011. Contractor hired for project has been delayed in starting. David Young moved and Bill Kinsella seconded to grant the extension until October 11, 2011. CASE #7 Jeff Sheets, agent for Liberty Bank for 815 Wilson Street, is requesting an extension of time for six months to paint rear of building and repair window. This is a General Housing inspection. 13111 Kinsella moved to extend the time for three months and to refer the inspection back to the housing inspection to confirm progress being made on the project. David Young seconded. Motion passed 4 -0. Old Business There was no business to discuss. Information Sharing There was no information to share.
