Chairperson Kapler, following staff assurance of compliance with Iowa Open Meeting Law, called the
meeting to order at 4:00 pm.

Review and Certification of Minutes of 23 August 2011 Commission Meeting
Commissioner Root moved to approve the minutes. Commissioner Schwendinger seconded.
Commissioner Culbertson abstained. All others present in favor. Motion passed.

Amendments to Section 8 Administrative Plan: Removal of requirement limiting
membership in more than one applicant or participant household
Janet explained that we want to remove this from our administrative plan because we are being
too restrictive. David explained that in order to reach our 900 voucher utilization, staff thought
we could temporarily rescind this rule. Commissioner Schwendinger motioned to approve.
Commissioner Root seconded. All others present in favor. Motion passed.
Section 8 Program FY2011 Settlement
David explained that we ran a significant loss for the year. He explained that the Police Corporal
will be moved from Housing's budget to the Police Department budget, which is about half the
deficit. When we get to full voucher utilization, we will do much better. Commissioner Kapler
asked when we think that we will reach 900 vouchers. David responded that we are trying to
increase utilization by about 15 month, which projects to about 6 months until full utilization.
Increase in Loan Amount for Rehab Projects in Partnership with Green - Healthy Homes
Initiative (GHHI)
David explained the Green - Healthy Homes Initiative concepts. Staff has found that these
programs are running at a high cost. Kris requested to increase staff approval on rehab projects
from $35,000 to $65,000 when partnering GHHI Projects. Kris stated that the $35,000 limit was
approved in 1995 and expenses have increased since then_ Commissioner Schwendinger
motioned to approve. Commissioner Eudeley seconded. All others present in favor. Motioned
passed.

Complaints Received
Commissioners received a summary of the complaints the Housing Department has received
since the last meeting.
Adjournment
There being no further business to come before the Commission, the meeting adjourned at
4:58pm.
