The stormwater detention facilities shall remain the responsibility of the owner, GNZ Properties, Inc., Larry A. Miller and Delbert G. Miller, until 80 percent (80 %) of the lots are developed as per the resolution approving the final plats. The final coat of asphalt was installed on Wingate Drive on Monday September, 19, 2011. The base and wiring for the street Tight at the intersection of Wingate Drive and Eastgate Court has been installed and the fixture should be installed this week. Although the detention basin will not be accepted until a later date, the final inlet pipe was installed and the detention basin has been final graded. The basin still needs to be seeded and mulched which should happen this week, weather permitting. Seeding and mulching the disturbed areas behind the curb of Wingate Drive will also be taken care of at that time. Therefore, the improvements for Wingate Place No. 3 and Wingate Place No. 4 are complete and we are ready for final inspection and acceptance by the City of Dubuque. Please let me know what I need to do to start this process. We are anxious to start the clock on the two year maintenance period. Thanks, James P.
