The purpose of this memo is to request authorization to apply for an Alliant Energy Foundation grant
for Creek Wood Park.
BACKGROUND
North Cascade Road Developers LLC donated a one acre parcel to the City of Dubuque for
development of a mini park in September of 2011. A general development plan was presented to the
Council at that time that showed a wooded area, a native area and a smaller developed area.
DISCUSSION
Marty McNamer, developer of Timber Hyrst Subdivision sought out and brought forward the proposal
for a grant application to the Allaint Energy Foundation for development of the park. The application
is attached for your review.
The development plan shows a more sustainable park development. The features of this park lend
themselves to a more natural environment and yet have active part of the park that contains the play
area. This will reduce the amount of mowing that would need to occur and yet create a great amentity
for the neighborhood.
RECOMMENDATION
I recommend application to the Alliant Energy Foundation for Creek Wood Park.

Creek Wood Park is a new park area recently donated to the City by North Cascade Road Developers, LLC. The
one -acre parcel contains woodlands, a natural hillside and a flat area next to Creek Wood Drive perfect for park
amenities. This is a new initiative.
How did you determine the amount to request from the Alliant Energy Foundation? Why is this a reasonable amount to expect? (Please also explain how the amount compares to the
total amount needed for this project/program)
The developers donated a one -acre parcel for the park to the City free of charge. One -acre parcels in this subdivision list for $77,500 or
more. The park's total development cost not including land is $100,000. The amount requested is 10% of the total development cost.

What are the goals of this effort? (please be brief)
This park will be developed under a sustainable approach as one third is woodland. Another one third will be a native
planting area and the last one third will be a typical park. Our goal is to reduce mowing and create more sustainable park
lands within the system. This will be our first model of this new park development concept for Dubuque.
How does this effort address a community need? (describe the community and clients that will benefit; please be brief)
This park area will serve the neighborhood specifically but because it is a new model of park development it will be promoted across
the community for citizens to come check it out. It is our hope this model will serve not only for park development but also for park
redevelopments.

Measurement can be the visitors to the park, however, the larger measure will be on community and decision maker
sentiment of the sustainable park development model.
