Family Self-Sufficiency Program Coordinator Funding RequestMasterpiece on the Mississippi Dubuque kittil 111- Amalca city II! 2007 TO: Michael Van Milligen, City Manager FROM: David Harris, Housing and Community Development Department SUBJECT: Funding for Family Self- Sufficiency Program Coordinator DATE: 10 November 2011 Introduction The purpose of this memorandum is to request additional Fiscal Year 2012 funding to continue employment of the Family Self- Sufficiency (FSS) Program Coordinator at the Housing Department. Background The City Council authorized funding for a second FSS Program Coordinator as an Improvement Budget request for FY2011, to be paid from General Funds. Erica Haugen began employment in August 2010. (The other FSS Coordinator is paid through a HUD grant, continuously since 2001.) This authorization was made with the understanding that we would submit an application to HUD for additional FSS funding for this position, at such time as the required caseload — 75 families — was reached. At the time of Erica's hire, there were 28 families on the program. The expectation was that we would submit an application in April 2011, qualify for these additional HUD funds and have Erica paid by the grant beginning in January 2012. However, subsequent to her hire, HUD changed the application protocol and required that the caseload threshold number of families had to be attained by December 2010, rather than by the grant application date (April 2011). This meant that we were unable to qualify and did not submit an application for funding. Discussion Since that time, the FSS program caseload has increased to 125 families and is still growing. This will qualify us to apply for two HUD - funded FSS Coordinators (including Erica Haugen's position), when the NOFA is published in early 2012 -- assuming HUD continues to make additional funding available for expanding FSS programs. However, because of the retroactive change in the HUD application requirements, we are not budgeted to pay for the current FSS position beginning in January of this year. This is a short-fall of $26 853. To avoid similar possible confusion next fiscal year, we have submitted the position request in the FY2013 budget to be 100% General Funded, with the expectation of amending at such time as additional HUD funds would be awarded in January. The request for your consideration is for additional General Fund support for the FSS Coordinator position in FY2012 in the amount of $26 853.
