Van Milligen, City Manager SUBJECT: Two -Hour Parking on Central Avenue DATE: November 14, 2011 Dubuque kCitri All-Amedca cny f 2007 City Engineer Gus Psihoyos recommends City Council approval of an ordinance to remove the two -hour parking on the east side of Central Avenue from East 24th Street to a point approximately 225' south of East 24th Street. On June 6, 2011 Ms. Smothers was approved for a disabled parking stall in front of her residence. Ms. Smothers was subsequently informed that the existing two -hour parking restriction that exists on Central would supersede the disabled parking stall use. In other words, she could still park in the disabled space but would be limited to two -hour parking between the hours of 9:00 a.m. and 6:00 p.m. Monday through Friday. Through discussions with the Engineering Department it was suggested to Ms. Smothers that she contact property owners between her residence and E. 24th St. to see if they would support her effort to have the two -hour parking restriction removed from E. 24th south to, and including her property. This is a distance of two hundred twenty -five feet (225'). Ms. Smothers obtained signatures of the property owners agreeing to the proposed removal of the existing two -hour parking as described. This action would allow Ms. Smothers to utilize the disabled space at all times. BACKGROUND On June 6, 2011 Ms. Smothers was approved for a disabled parking stall in front of her residence. Ms. Smothers was subsequently informed that the existing two -hour parking restriction that exists on Central would supersede the disabled parking stall use. In other words, she could still park in the disabled space but would be limited to two -hour parking between the hours of 9:00 a.m. and 6:00 p.m. Monday through Friday.
