Hawthorne Street No Parking Zone Request 11.6.2000 ~ ~ CITY OF DUBUQUE, IOWA MEMORANDUM November 2,2000 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Hawthorne Street No Parking Zone (Eagle Point Water Plant) A No Parking Zone exists in front of the Eagle Point Water Plant on the north side of the street from Rhomberg A venue to Kerper Boulevard. However, signs were not installed and parking continues in that area. Water Plant Manager Bob Green advises that a safety hazard exists when vehicles exit the Water Plant drive. Leisure Services Manager Gil Spence also is concerned with vehicle and pedestrian safety at Sutton Pool. I respectfully request that the Mayor and City Council direct that a revised ordinance be prepared along one of the following two options: 1. No Parking on the north side of Hawthorne Street from the railroad tracks east to 15 feet east of the easterly-most entrance of Sutton Pool; OR 2. No Truck Parking on the north side of Hawthorne Street from the railroad tracks east to 15 feet east of the easterly-most entrance to Sutton Pool and No Parking within 15 feet of the Eagle Point Water Plant Drive and the three drives at Sutton Pool. Van Milligen, City Manager FROM: Bob Green, Water Department Manag~r SUBJECT: Hawthorne Street No Parking Zone (Eagle Point Water Plant) On August 14, 2000 I requested through the City's Engineering Department the process to create a No Parking Zone in front of the Eagle Point Water Plant at 1902 Hawthorne Street. The area I requested was on the North side of Hawthorne from the West drive exit of Sutton Pool, west to the Railroad tracks. This request was being made due to visitors, delivery trucks (pickups and semis) and staff having an extremely difficult time exiting the facility. There are many times during the day when cars (trucks, boats, car transport, and a motor home) are constantly parked on both sides of the driveway. This reduces visibility and creates a dangerous traffic hazard for the Water Plant and at the railroad crossing. When the City's Engineering Department was in the process of reviewing our request they found that parking had already been eliminated by City Ordinance on the North side of Hawthorne from Rhomberg Avenue to Kerper Boulevard. Because of this it is my understanding that the City will begin to install No Parking signs based upon our safety concerns. It is the Water Department Staff and my recommendation through you and City Council support to enforce and keep the area that I have identified in my request as a No Parking zone. Please add to the Agenda of the October 16, 2000 City Council Meeting. Dear Mr. Duggan: Currently there are two No Parking signs posted near the driveway to the Water Department facility on Hawthorne Street. The sign to the North (Rhomberg Avenue) is 24 feet from the curb cut to the sign. On the South (toward Sutton), the sign is located 23 feet from the curb cut to the sign. It is our understanding, from the letter dated September 6, 2000 from Mike Koch, that this area is legally a No Parking zone and the signs should have been installed a long time ago. We have been owners of the property located at 2393 Garfield Avenue since 1995 and signs have never been in place, with the exception of the two signs listed above. In the downtown area, parking is within 10 feet of the intersections. If23 feet and 24 feet site lines present an "extremely dangerous traffic hazard" as alleged by Bob Green, Water Department Manager, what are 10 foot site lines? On occasion vehicles are parked in the posted no parking zone and I have yet to see a citation for no parking being written. We are requesting that the street NOT be posted as a "No Parking" zone. The 23 foot and 24 foot site lines currently exist and the driveway cut is approximately 15 ~ foot wide and the street itself is 47 feet wide. A copy of the letter expressing their concerns is attached. . . . In reviewing the Water Department's request, it came to my attention,that the parking has already officially been eliminated by City Ordinance on the north side of Hawthorne Street from Rhomberg Avenue to Kerper Boulevard. Therefore, the City began to install the "No Parking" signs based upon the safety concerns of the Water Department. . . I understand ttiat you have indicated an objection to the removal of this parking; however, at this point in, time, this area is legally a "No Parking" zone and the signs should have been installed a lon9 'time ago. The existence of the City ordinance does require the posting of the "No Parking" zone signs; however, I am willing to wait until after the next City Council on October 16, 2000 to give you an opportunity to approach the City Council and ask them to consider rescinding the "No Parking" ordinance if you desire. If you wish to have this matter placed on this agenda, you would need to provide a letter addressed to the Mayor and the City Council, in care of the City Clerk, no later than noon on October 11, 2000.
