Owner-Occupied Affordable Housing Committee " ~ ...,.~ CITY OF DUBUQUE, IOWA MEMORANDUM November 2, 2000 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Formation of the Owner-Occupied Affordable Housing Committee The City Council adopted as a top priority for the next year "Create More Owner-Occupied Affordable Housing." The City Council also gave direction on the formation of a committee of community stakeholders to research the broad issue and ultimately present recommendations to the City Council. Housing Services Manager David Harris and Assistant City Manager Tim Moerman prepared a draft of a process that could serve as a guide through the study of owner-occupied affordable housing in Dubuque. The process involves a number of community stakeholders who offer expertise to the issue. Attached is a list of potential participants on the committee. Each of them were contacted and offered to serve on the committee if the City Council approved of their participation. Also attached is a rough draft of the meetings necessary for addressing owner-occupied affordable housing, including a general guide for the activities ofthe individual task forces. Assistant City Manager Tim Moerman will facilitate the process. Develop alternatives for minimizing or eliminating the barriers 8. Select the alternatives which best address the issues 9. Develop a strategy which incorporates the alternatives and make a recommendation for the strategy 10. Test the strategy with the stakeholders and the Owner Occupied Affordable Housing Committee 11. Prepare a final recommendation for consideration by the City Council
