Section 8 Housing Vouchers . . . RESOLUTION NO. 515-00 A Resolution Authorizing the Mayor to Execute an Application to the US Department of Housing and Urban Development (RUD) for Additional Section 8 Program Housing Vouchers; and to Execute a Standard Amended Annual Contributions Contract for the Additional Funds Whereas, the City of Dubuque has been offered an opportunity to administer additional Housing Vouchers made available due to an owner's opt-out ofa project- based contract; and Whereas, the addition ofthese vouchers to the portfolio currently administered by the Housing Services Department will result in the ability of the current project tenants to remain in place and to increase annual administrative revenues to the City. Now Therefore, be it Resolved by the City Council ofthe City of Dubuque, Iowa: Section 1. The Mayor is authorized and directed to execute an application and resulting standard amended annual contributions contract to the US Department of Housing and Urban Development for additional housing vouchers Section 2. The City Manager is hereby authorized and directed to forward said application and resulting annual contributions contract to the US Department of Housing and Urban Development. CITY OF DUBUQUE, IOWA MEMORANDUM 23 October 00 To: Mike ~~illigen, City Manager From: Davi~b, Housing Services Department Re: Approval of contract for additional Section 8 Housing Vouchers Introduction The purpose of this memorandum is to request the City Council's approval of an application to the US Department of Housing and Urban Development (HUD) for additional Section 8 Program housing vouchers. . Discussion Aquarius Apartments, owner of a 12-unit apartment complex located at 1669 Main Street, is a HUD "project-based" Section 8 housing provider. This means that the rental assistance is attached to the property, for the term of a multi-year contract, rather than to the tenant. In the latter case, the assistance is called ''tenant-based,'' and the tenant may move to any unit of their choice, taking the housing voucher with them. The project-based contract with HUD for this property is expiring in February 2001, and the owners are "opting out" oftheir contractual obligation with HUn at that time. This means that they will not renew their contract and that the tenants, typically, would then be issued housing vouchers and would have to move to another unit; and that the landlord could then rent the units at rates higher than the Section 8 Program allows. However, in this case, HUn is providing "enhanced housing vouchers" to the existing tenants. This means that the current vouchers attached to their units will be allowed to rent at higher rates and that the tenants will then be able to remain in place. The HUn-Kansas City office has offered the Housing Services Department the opportunity to administer these twelve additional vouchers. Administrative fees generated by this contract will approximate $5900 annually. In addition, lease-up fees, in the amount of$250 per unit, will be paid to the Housing Department to accomplish this conversion. . Action Step The action requested of the City Council is to approve an application to HUn to receive funding .. , . for these additional housing vouchers. After approval of this application, BUD will forward an amended annual contributions contract for the Mayor's execution. This will bring the total number of Section 8 units under contract with the Housing Department to 1045. . .
