DISCUSSION On February 15, 1999 Allison Street was vacated by the City Council with the intent to sell the property to Finley Hospital for future development. The agreement for the purchase of the property was for Finley to pay a non- refundable initial payment of $5,000.00 at the time of vacating, with an option to purchase the property. for a total purchase price of $28,945.00. The agreement required Finley Hospital to submit the option to purchase before February 15, 2001, and allowed the initial deposit to be credited against the purchase price, for a net payment of $23,945.00.
