SUBJECT: Enrich Iowa Grant
I am happy to inform you that the Library once again qualified for an Enrich
Iowa grant from the State Library of Iowa. Money for these grants to local
libraries was appropriated for the second year by the Iowa State Legislature.
With our Library's State certification we qualified for the hi~est amount for
our population size. The Library just received the grant in the amount of
$17,255. As you may recall, last year when the legislature approved a
smaller amount for this program, the first direct local library direct State
support in Iowa, the Carnegie-Stout Public Library received just over
$12,000.
While it is uncertain how much, if any, the legislature will approve next
year, we will anticipate some amount in the revenue portion of our budget
for FY02 balanced by expenditures that will be approved by the Board and
that will not be expended if the program is not continued. For this year's
grant amount I am requesting that the City Council amend this year's grant
revenue into our operating fund at the next budget amendme:pt. I am
attaching the list of expenditures that the Library Board approved for the use
of the current funds (approved in August based on a tentative estimate given
to us by the State Library orally). We also will have to report to the State
Library on the expenditure of these funds.
I have also attached some descriptive material from the State Library's web
site on the Enrich Iowa program. I would be happy to provide you, the
Mayor and/or the City Council with any additional information. Please let
me know if there is any additional documentation required for this item to be
considered on the next budget amendment.

'$fEnricltJowa. will be funded at $1,000,000, and will improve library services and
EJ reduce inequities, Local library boards will have the authority to use the

The funding will be distributed by the State Library in accordance with
the statute and rules adopted by the Iowa Commission of Libraries. The
distribution formula includes I} a base amount dependent on meeting
certain quality measures; 2) a per capita amount based on the population
of the city and level of compliance with quality measur~; 3) three
percent of the amount of funding received by the library 41 the previous
fiscal year for service to rural residents and contracting communities,

did not receive direct state aid for public libraries, With Enrich Iowa
libraries will be able to expand their access and their roles in local

7. What Does My Library Have to Do to Receive Enrich Iowa Funding?
To receive funding each public library must:
Return a signed Assurance of ElgibUity indicatng program requirements a~ met (postmarked on
or before August 8,2000; received by the State Library on or before August 15, 2000).
A claim voucher is no longer required.
8. Who Has the Authority to Sign the Assurance of Eligbili~
The Assura nee of Eligibility is to be sgned by the library s signatory authority. Tttis is the person who
has the authority b sign other library contracts and agreements. It is typicaly the ~brary board president
unless the board has designated the library director as the signatory authority.
9. Are There Any Restrictions on the Use of Enrich Iowa Fundin~?
Each local pubic Ibrary determines how to use Enrich Iowa funding. Enrich Iowa funding:
Must be used to i'nprove library service;
Must be expended by June 30,2001;
Must supplement, not supplant, any other funding received by the library.
10. Will My Library Have to Amend the Budget?
It depends on whelher Enrich Iowa funds are unexpected revenue for your library. Unexpected revenue
cannot be spent unless the budget Is amended to include this additional Income. If Enrich Iowa funds are
unexpected revenue, your library will have to amend Its bu dget.
The city clerk or city budget manager should be cons ulted to determine the date "'(hen the library s
amendment must be submitted for induslon it the city s amendment hearing. A I~gal form for requesting
an amendment will be provided by the city.
Most cities routilely amend their budgets and Ibrary budget amendments should b, included in these
amendments. Amendments must be approved and published by city offlcsls before May 31 of the
current fiscal year, the statutory deadline for city budget amendments.
11. What Financial Record Keeping Is Required?
The legislation requires each Iibray to maintain a listing of the Enrich Iowa paym,nts received and
expenditures made. This listing will be subm Itted to the State Library as p art of the library s final report
due July 31,2001. Your library may be asked to provide information for auditing Pljrposes by the State
Library.

12. How Much Reporting Is Required?
The State Library is primarily interested in knowing the impact of Enrich 1C1N8 funcUng on your commu nity.
By July 31,2000, the library submits the Final Report on the use Enrich Iowa funds received In
FY2000 (July 1, 1999 through June 30, 2000). The Final Report includes a listing of tie Enrich
Iowa payments received and expenditures made.
By December 15, 2000, he library submits tie Enrich Iowa Status Rep~rt to the Stale Library on
locallbrary use of the Enrich lC1Na funds. The December Status Repor11s required because the
State Library must report to the Iowa Legislature on the use of Enrich Iowa funds by Janua/y 15,
2001. The Status Report form is included in your packet.
By July 31,2001, the library will submit the Final Report on the use of Et;lrich Iowa funds received
in FY2001. The Fnal Report ncludes a listing of the Enrich Iowa payments received and
expenditures made. The Final Report Is InckJded in your packet.
13. What Does My Library Have to Do to Remain Eligible for Enrich Iowa Funds?
This Year (FY2001)
A copy of the library s most recent ordinance must be on file with the State Library.
By December 15, 2000, submit ~ the Slate L1bra/y a copy of tie Ibra/y s Inlernet Use Policy (IUP)
as a descriplon of the library s Internet use efforts. This Is in acoordance 1""lth legislation passed
by the 2000 lC1Na General Assembly and signed by the Governor of Iowa, (HF2549, Section 3,
Subsection 5b (6), the Ibrary has an Intemet Use Policy (I UP) in place. (Applies only to libraries
providing access to the Internet for staff or library customers.)
By December 15, 2000, submit to the State Library the Enrich Iowa FY~001 Status Report on
locallbrary use of the Enrich Iowa fund.
By July 31 of each year submltto he State Lbra/y the Final Report on the use of Enrich Iowa
funds.
Submit the accreditatbn report ~ the State Lbrary as required on tie threl't-year reporlng cycle.
Submit the FY 2000 annual survey (July 1, 1999 through June 30, 2000) t~ the Stale Library by
October 31,2000.

14. What is the Future of Enrich Iowa?

proposal. (Part A - Direct Stae Aid to Public Libraries; Part B -Informatbn Accesf through statewide on-
line databases and other echnology; Part C - Cooperative, Demonstration and Sp~cial Projects Grants;
Part 0- Implem entation).
