Proclamation - Housing and Urban Development
WHEREAS, Mary Martensen, RSM, has been the executive director of
Heartland Housing Initiative for the past four years; and
WHEREAS, through Sister Mary Martensen's efforts, countless families in
need have been aided and nurtured and able to assume
productive, independent lives; and
WHEREAS, she has inspired not only her client families but also her friends
in the housing and social services community to continue the
work of restoring housing and human dignity.
NOW, THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF
DUBUQUE, IOWA, DO HEREBY ISSUE THIS SPECIAL PROCLAMATION OF
THANKS AND GRATITUDE TO SISTER MARY MARTENSEN FOR HER
ACHIEVEMENTS AND FOR HER EXAMPLE OF SELFLESS SERVICE.

The next week Sr. Martensen died of cancer in Waterloo. Her obituary mentioned
her being honored by the City.

SUBJECT: HUD Best Practices Award
Housing Services Manager David Harris advises that William McNamey, Director of the Iowa
Housing and Urban Development Office in Des Moines, will be presenting the City of Dubuque
with a "Best Practices" Award.
He will be on the Agenda under Presentations. Art Roche will also make some brief remarks and
Housing Service Manager David Harris will make some introductions.
You are all invited to attend a bus tour of housing renovation projects with Mr. McNarney on
Monday, November 20 at 1:45 p.m. The bus will depart from Maria House (1561 Jackson
Street). The tour will take about two hours.
Also, there will be a reception for Mr. McNarney in the Library Rotunda at 5:00 p.m.

Re: HUD Best Practices Award
Introduction
The purpose of this memorandum is to notifY you and the City Council of a request by the head of
the HUD Iowa State Office to appear at the 20 November Council meeting to present the city
with a "Best Practices" award.
Discussion
As you know, the Housing Services Department conducted a two-year process to improve our
customer service, to get in better touch with our "customers" - the landlord community - and to
redirect our Department's housing code enforcement program.
This process was recognized by the Iowa Office of the US Department of Housing and Urban
Development (HUD), one of 18 projects recognized state-wide during the past year, with a Best
Practices award.
William McNamey, Director of the Iowa HUD Office in Des Moines, has requested to present
this award at the 20 November City Council meeting. It is expected that Mr McNamey and his
staffwill be in Dubuque earlier that day; we are presently planning an itinerary to include a tour of
rehabilitation projects and possibly a press reception to occur prior to the Council meeting.
Action Step
It is requested that this presentation be placed on the agenda for the 20 November City Council
meeting and that Mr McNamey be accorded an opportunity to address members of the Council at
that time.
