Van Milligen, City Manager SUBJECT: National Pollution Discharge Elimination System The Engineering Department and the Environmental Stewardship Commission have agreed on a role for the Commission in Phase II of the National Pollution Discharge Elimination System. Duggan and City Council Members City Hall 50 W. 13th Street Dubuque IA 52001 Re: Phase II of NPDES MS4 Permitting Task Listing Dear Mr. Mayor and Council Members: In collaboration with staff from the Engineering Department, the Environmental Stewardship Advisory Commission (ESAC) discussed its potential role in Phase II of the NPDES permit. Staff outlined a number of tasks as delineated by the permit (see attached.) The Commission sees its role as one of technical review and study of the issues, along with oversight, endorsement, and the ability to review community education materials. The Commission has also offered to assist in brainstorming ideas to complete the permit tasks. Engineering will periodically, most likely on a quarterly basis, bring items to the Commission for review and input, etc. The ESAC believes it can serve both the City Council and the citizens by performing these functions during implementation of Phase II of the NPDES permit. The ESAC respectfully requests City Council concurrence on serving in this capacity.
