Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, explaining that the plat subdivides a five-
unit townhouse for individual sale.
Staff reviewed the plat, noting that it conforms to the Zoning Ordinance for townhouse
buildings.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted
minor final plat is in compliance with subdivision regulations.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

RESOLUTION NO. 153 -05
RESOLUTION APPROVING THE FINAL PLAT OF LOTS 1, 2 AND 3 OF KNOB
HILL GROVE NO.4 IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of Lots 1, 2 and 3
of Knob Hill Grove No.4 in the City of Dubuque, Iowa; and
Whereas, said Final Plat has been reviewed by the Zoning Advisory Commission
and had their approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find
that it confonns to the statutes and ordinances relating hereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Final Plat of Lots 1, 2 and 3 of Knob Hill Grove NO.4 is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said Final Plat.
Section 2. Sidewalk installation shall be the responsibility of the owner
abutting the public rights-of-way, including lots with multiple frontages, as required by
City Code 41-161 through 41-164. The responsibility shall extend to all successors,
heirs and assignees. Sidewalk installation will not be required until the development of
the lot has been completed, except as required herein. In sparsely developed
subdivisions, sidewalks on developed lots will not be required until 50% of the lots
approved by the plat have been developed. All vacant lots shall have sidewalks
installed upon development of 80% of the lots approved by the plat.

INTRODUCTION
The submitted final plat of Lots 1, 3 and 3 of Knob Hill Grove NO.4 is located on
Duggan Drive and is considered to be a minor final plat as it subdivides an existing
parcel into three lots.
DISCUSSION
The submitted final plat subdivides an existing parcel with frontage on Duggan Drive
into three lots to facilitate the development of a five-unit townhouse residential structure.
Lots 1, 2 and 3 are platted along the common wall of the three units in question and
allow for individual sale of the townhouse units.
RECOMMENDATION
The submitted final plat of Lots 1, 2 and 3 of Knob Hill Grove NO.4 is in substantial
compliance with the City of Dubuque Subdivision Regulations, and Planning staff would
recommend the Zoning Advisory Commission approve the plat as submitted.
