Grant Program grant.

SUBJECT: Assistance to Firefighters Grant
We have put together a grant application to the FEMA Assistance to Firefighter Grant
Program. This grant would be for equipment and a trailer for trench rescue capabilities.
Trench rescue is a technique that is used to rescue a victim from a construction type
cave-in or structural collapse.
Currently we have some shoring materials stored at the fire station at University and
Grandview. In the event of a trench rescue call this material is loaded into another truck
and then transported. This can cause for a significant delay.
The grant would provide for pneumatic jacks and shoring material and an enclosed
trailer to transport and store this equipment. The plan would be to keep this behind the
fire station at University and Grandview. In an event that it would be needed for a
rescue call it could be quickly hooked up to several vehicles we have for towing.
This is the same grant that we have been successful for the past three years for
treadmills, SCBA's and compressor system. The change this year is that the grant now
only requires a 20% match instead of a 30% as in the past years. The total cost of this
project would be $27,150.00 and would require a local match of $5,430.00. I would
recommend that the match come from the CIP project in FY2005 budget for a storage
building behind the University and Grandview station for a total of $14,000.00. This CIP
project would not be done because it would not give us transport capabilities and the
latest cost estimates on the storage building was way over what we budgeted.
I respectfully request permission to apply for this grant.
