Dear City of Dubuque,
As part of the Cascade Cycling Club's mission to promote cycling and cycling
safety for the residents of Cascade as well as residents of the surrounding counties, we
are making a proposal to the Dubuque County Supervisors. This proposal is to add paved
shoulders on the reconstruction project for County Road YB (road between Farley and
Cascade) and Aitchison Road (road between YB and Cascade).
By adding paved shoulders to this reconstruction project, Dubuque County would
be expanding the recreational opportunities of many who use the counties lesser traveled
roads for some quality cycling enjoyment. This would also add a direct trail route to
Heritage Trail from Cascade/S.W. Dubuque County. Increasing the routes and area's
available to safely cycle on and near Heritage Trail will draw more tourism to Eastern
Iowa and Dubuque County.
The Iowa Department of Transportation's Iowa Trails Handbook tells us to take
action and work with state and counties to get roadway shoulders paved. To design and
manage the rural highway system to allow shared use by bicyclist as well as pedestrians
to increase tourism and recreational opportunities. Also AASHTO recommends paved
shoulders specifically for bicycle accommodation improvements in rural areas.
Bicycle touring has become a popular vacation and short-trip recreation activity
throughout America. Some rural Iowa counties have already begun to develop bicycle
route networks to serve touring cyclist. Lets not let Dubuque county fall behind!
Please send a letter of support for the proposed paved shoulders on the
reconstruction road project on county road YB and Aitchison road. We would like you
to address this letter to the Dubuque County Supervisor's and then send this letter to the
Cascade Cycling Club. We will forward all letters along with our request in a complete
packet, so please respond by April 23 rd. Please remember that if we all work together we
can make good things happen. Also forward this letter to anyone who may be interested
in sending a letter of support.
