Van Milligen, City Manager SUBJECT: US Highway 20 Improvement Projects Phase 111- University Avenue Extension (STP-U-2100(623)--70-31) City Engineer Gus Psihoyos is recommending City Council approval to request funding from the Dubuque Metropolitan Area Transportation Study (DMA TS) for the completion of Phase 111- University Avenue Extension of the US Highway 20 Improvements Projects. Because of the increased project costs associated with the environmental mitigation, property acquisition, wetland mitigation and engineering fees, additional funds in the amount of $1 ,130,159.56 are required to complete Phase III of the project. The City would request $904,127.65 in additional funding from DMATS, and the City's 20% match would be $226,031.91. Van Milligen, City Ma,~,~~er Gus Psihoyos, City Engineer ..7jQ TO: SUBJECT: US Highway 20 Improvement Projects Phase III - University Avenue Extension (STP-U-21 00(623)--70-31) INTRODUCTION The purpose of this memorandum is to seek approval to request funding from the Dubuque Metropolitan Area Transportation Study (DMATS) for the completion of Phase III - University Avenue Extension of the US Highway 20 Improvements Projects. BACKGROUND In 2001 the City of Dubuque and the Iowa Department of Transportation (Iowa DOT) began efforts on the US Highway 20 (US20) Improvement Projects. The project is intended to reduce congestion and conflicts from Devon Drive to the new Menard's through a multi-phase approach: I. US20 Traffic Signal Coordination: Traffic signal control equipment and fiber optic interconnect from Devon Drive west to the new Menard's entrance. II. US20 Intersection Improvements: Side street approaches and US20 auxiliary lanes at Devon, Brunskill, John F. Kennedy Road, Wacker, and Century Drive; five-lane improvement of Northwest Arterial to Old Highway including permanent signal improvements at Old Highway. III. University Avenue Extension: A new fully signalized University Avenue/US20 intersection near Theisen's; removal of the traffic signals on US20 at the Midway Hotel; and change the current University Avenue/John F. Kennedy Road intersection to eliminate left (southbound) movements from University at this intersection. This is to relieve the congestion at US 20 and John F. Kennedy and providing for better access between US 20 and University Avenue. The US20 Traffic Signal Coordination (Phase I) and US20 Intersection Improvements (Phase II) are essentially complete. DISCUSSION Phase III was originally estimated at $3.1 million. During the design phase, actual project costs have exceeded the original estimate due to environmental mitigation, right-of-way/property acquisition, acquisition consultant, wetland mitigation, and associated engineering fees. Also, during property acquisition, it was determined that, based on a 1991 agreement, Elm Real Estate (Iowa Glass) would be required to construct a second 12-foot by 12-foot box culvert through the Iowa Glass site. Since the culvert extension and earthwork is the first stage to be completed, the City Council approved the award of the contract to Tschiggfrie Excavating Co., in the amount of $1,396,624.11 on April 4, 2005. The paving portion of the project is scheduled to bid-let by the Iowa Department of Transportation on June 21,2005. BUDGET IMPACT Because of the increased project costs associated with the environmental mitigation, property acquisition, wetland mitigation, and engineering fees, additional funds are required to complete the Phase III of the project. Also Engineering costs have increased due to the referenced reasons. Construction services have increased $145,000 from the original estimate. Another major factor for the increased estimated cost is the right-of-way/easement acquisition costs. As the table indicates, the costs have increased approximately $460,000 from the original estimate. This cost includes $142,000 for the culvert extension and associated engineering and inspection that was agreed upon with Elm Real Estate for the right-of-way acquisition for this property. These costs are outside the original scope of the cost estimates for the right-of-way acquisition. Due to the funding shortfall of $1,130,159.56, staff recommends requesting the additional funds from the Dubuque Metropolitan Area Transportation Study (DMATS) to complete the project. It should be noted that the original contingency was 20 percent (20%) of the original construction estimate. We are currently suggesting a reduction in the contingency from 20 percent (20%) of the original estimated cost to 10 percent (10%) of the revised estimate to account for unforeseen items during construction. The proposed additional funding is as follows: Total Additional Funding $ 904,127.65 226.031.91 $1,130,159.56 DMATS STP Funds (80%) City Funds (20%) The 20% City match of $226,031.91 would be funded by the postponement of the Center Grove/Cedar Cross Intersection Improvements (CIP 300-061) of $93,000 and Stoneman Road Storm Sewer Extension Project (CIP 320-053) of $97,500, with the balance of $35,531.91 from the annual appropriation for the Street Program (CIP 300A74). RECOMMENDATION I recommend adopting the attached resolution authorizing City staff to request additional funds from DMA TS and matching City funds for the completion of Phase III - University Avenue Extension of the US Highway 20 Improvements Projects. Green Company Kelley Deutmeyer, ECIA Allen May, ECIA Dawn Lang, Budget Director David Ness, PE Deron Muehring, Civil Engineer II RESOLUTION NO. 155-05 AUTHORIZING THE CITY MANAGER TO REQUEST ADDITIONAL FUNDING THROUGH THE DUBUQUE METROPOLITAN AREA TRANSPORTATION STUDY (DMATS) AND TO REQUEST THAT CITY OF DUBUQUE TO PARTICIPATE IN THE LOCAL MATCH TO FUND THE US HIGHWAY 20 IMPROVEMENTS PROJECT, PHASE 111- UNIVERSITY AVENUE EXTENSION Whereas, the City of Dubuque (City) is the lead public agency responsible for the administration of the improvements to US Highway 20 Improvements Project, Phase III - University Avenue Extension (the Project) which will include a new fully signalized University Avenue/US20 intersection near Theisen's; removal of the traffic signals on US20 at the Midway Hotel; and change the current University Avenue/John F. Kennedy Road intersection to eliminate left (southbound) movements from University at this intersection. This is to relieve the congestion at US 20 and John F. Kennedy and providing for better access between US 20 and University Avenue; and Whereas, the City in partnership with the Iowa Department of Transportation, secured a Transportation Equity Act for the 21st Century (TEA- 21) Surface Transportation Program (STP) Grant (Project No. STP-U-2100 (623)--70-31) which will finance the paving portion for the Project; and Whereas, additional funding is required for the completion of the Phase III - University Avenue Extension. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That said City Council does hereby authorize the City Manager to request additional funding through Dubuque Metropolitan Area Transportation Study (DMATS) for the Project. Section 2.
